MAJ. DALY, MARINE HERO, DIES Twice Awarded Congressional Medal of Honor for Foreign Service. Sergt. Maj. Daniel Daly, one of the two men in the Marine Corps to re- oeive the OCongressional Medal of Honor twice, died yesterday at his home in Glendale, Long Island, ac- cording to word received at Marine headquarters here. The only other Marine so honored was Maj. Gen. Smedley D. Butler, re- tired, former commandant. Daly, who died at 63 after a heart attack, will be buried Saturday in Cy~ press Hills, 'N. Y. He had enlisted in the Marine Corps early in 1899 and it was during the siege of the American Legation at Peking that he first earned the Medal of Honor. His second citation came as the re- sult of service in Haiti, where he was engaged, in hostilities with irregulars. He also served with distinction in D. C, France during the World War. Driver of Arkansas, today pledged his efforts to work for the aims laid down by the organization, but indicated that the projects most likely to receive atten- tion from Congress probably would be emergency work on the Merrimac River in New England and the Ohio River Valley, on the basis of relief. The group went on record as strong- 1y in favor of “ample funds” to con- | struct flood-control projects already authorized by Congress. “There should be no stint where human life and human misery are in- volved,” the resolution stated. Long Range Policy. A long-range policy to preserve the public domain was recommended, through conservation of soil and wa- ter resources, reforestation and soil conservation. Other officers elected by the congress | for the year, in addition to President | Driver, were Frank R. Reid of Illinois, former president, to be chairman of the board; James H. Sinclair, North Dekota, vice chairman; Fred D. Beneke, Memphis, Tenn, secretary; Seymour Weiss, New Orleans, treas- urer, and Willlam H.
