Dr. Edmund A ‘Walsh, vice president of Georgetown University, declared last night. Past movements to change the size of the court, Dr. Walsh said during an address in Constitution Hall, were necessitated by the fact the justices #at on the circuit benches and a Rrowing couniry constantly demanded an increase in the number of circuit eourts. ‘The proposal,” bhe said, “to add ®iX new justices who will be expected antecedently to favor legislation that may come before them for review is historically the first serious and pianned attempt to subordinate the Judiciary o0 the legislature.” The court proposal brings the coun- try face to face with a constitutional crisis, Dr. Walsh said, and if “the tendency revealed in the proposed legislation™ triumphs, the Federal Union will be scrapped, although the Republic may continue 1o exist If the proponents to the present bill fear to submit an amendment to the people as Jefferson advised for puch circumstances,” Dr. Walsh said, “let them exercise their legal powers | under the Constitution and impeach | the four justices whose acts have been !
