RECENING HOME ABOLITION URGED Menace to Undiseased Chil- dren Cited by D. C. Sub- committee Head. Abolition of the present Receiving Home for Children—because of its Inadequate facilities—was proposed by Chairman Collins of the House sub- committee in charge of the District appropriation bill during hearings on the 1938 budget. The proposal was written into the bill. During testimony by Elwood Street, director of public welfare, Chairman Oollins declared: “To be frank with you, I think it should be abolished.” “I do not know where we would put the children we are holding for court action,” Street replied. “I do not know either,” said Col- lins, “but I think it would be better to put them on the streets than to | have them huddled there together, with little tots 3 years old associating | with children with venereal diseases | and with criminals. “They say that toilets, but the toilets are available to all of them, and the ones they would use are the ones the children afflicted with social diseases would use. The one I would go to if I were inca cerated there would be the one used by | people with social diseases, because it is the closest one to the daily ac- tivities of the Receiving Home. That is the most convenient one.” Agree to Inadequacy. “We certainly agree that inadequate, but Street the home is entirely we must have a place for those chil- | dren whom we are holding for court action.” Collins “I think I am a pretty good citizen, but frankly it is perfectly terrible to my mind to take some little tot 2 years old and let him be associated all day long inals or with somebody who is suffer- ing with social disease.” Inspect Without Notice. Street: “I agree with you.” Collins: “From the social stand- point or from the standpoint of the benefits to society, I think it would be infinitely better to let those chil- dren be turned than to be incarcerated in that home. Street: “I am glad that you say that, because we all agree that it is unsuitable for the purpose.” “I had been told that it fectly terrible place and that is the reason we went there, without any advance notice.” Street: “Of course that and we are glad to have you visit any of the institutions at any time with- out advance notice. We know that this is an inadequate institution and | represents far less than we should have for the purpose, but it is all we | have.” Christian Science Lecture Friday.
