NEW YORK, December 28.—Opera~ tions in the steel industry for the cur rent week were unchanged at 77.0 per cent of capacity, the American Iron & Steel Institute estimated today. . A month ago operations averaged 75.9 per cent of capacity, while a year ago the rate was 46.7 per cent.
