The three proposals which already had won unanimous sponsorship from the representatives of the 21American republics gathered here to strengthen the American peace structure were: 1. A plan for inter-American consul- tation to consider joint action in case of war within or without. 2. A reiteration of the principle of non-intervention by one nation in another’s affairs, and for joint con- sultation if intervention appears nec- essary. 3. A resolution urging ratification of the existing inter-American treaties| . by all the 21 republics. Phones Secretary Hull. Carlos Saavedra Lamas, Argentine foreign minister, telephoned United States Secretary of State Cordell Hull at 1:30 am. today to report that the latest draft of the neutrality plan was acceptable to his group. He made reservations to exempt|g foodstuffs from any joint restrictions imposed by common neutrality action in case of war, and also insisted that the pact must not affect Argentina’s League of Nations commitments. Sponsors of the project pointed out the draft does not mention foodstuffs are held every five years. The last was at Montevideo, Uruguay, in 1933. The present conference was organized at the suggestion of President Roose- velt in letters to heads of the other American republics last January.) The United States delegation has indicated disapproval of the American Court and American League plans.
