The Federal Housing Administra= tion will close the year with approxi- mately $700,000,000 in new business on its books for 1936, according to figures made public today by Ad- ministrator Stewart McDonald. This represents an increase in total business of about 70 per cent over 1935, due entirely to mutual mort- gage insurance, the permanent part of the program. The volume of mort- gage insurance in 1936 will be more than two and one-half times that of 1935. Since it began operations in 1934, the Federal Housing Administratoin had transacted a total volume of business of $1,125,839,240 up to De- cember 1, 1936. This includes home mortgages accepted for insurance, modernization and repair notes in- sured and commitments on large-scale housing projects. This includes home mortgages in process, amounting to $70,411,046, and large-scale housing projects examined but not accepted for insurance. In addition, it is estimated that the program of the Federal Housing Ad- ministration has generated over $2,- 000,000,000 worth of modernization and repair work, which does not show in its own records. Careful checkups have disclosed that for every dollar of repair work insured by the Fed- eral Housing Administration approxi- mately $4¢ have been spent on jobs paid for"in cash or by other financing methods. Work Is Created. The entire program of the Fed- eral Housing Administration, it is es- timated, has created the equivalent of one year’s work for 2,000,000 men., The Federal Housing Administration (See PERMITS, Page C-1.) NEW YORK, December 12.—Con- ferences extending over a period of months among builders, mortgage lenders, real estate interests and oth- ers in the fleld to make New York a “laboratory” for better and safer con- struction were revealed today by, '“APPRAISAL METHODS” Builders’ Forum. The publication is issued by the Certified Building Registry of the United States, a nonprofit organiza- tion seeking better building standards through co-operation of the various interests connected with construction. ‘The magazine reported 60 mortgage lending institutions—including savings banks, trust companies and insurance companies—representing $10,000,000,- 000 of capital had voted unanimously to withhold mortgage money unless certain minimum specifications were agreed to, and had appointed s com- mittee to co-operate with existing real estate and building organizations to set standards. A central co-ordinating body, to be known as a “vigilance committee,” has been set up, with Ford H. Dow, build- ing trades editor, as its head. Sub- committees of architects, engineers, financiers, real estate interests, manu- facturers and labor will co-operate. INSTITUTIONS ARE SEEN " | IN PARADE OF RECOVERY, | League Finds Small Savers Are Main Source of Capital for Financing. A rise in the percentage of mortgage loans in relation to total resources, and a corresponding decrease in the percentage of real estate owned, is shown in the consolidated balance sheets of several hundred representa= tive savings and loan associations on November 1 as compared with the cor- responding time last year. Officials of the United States Build- ing and Loan League cited these de- velopments as indications that the thrift and home financing institutions have joined the recovery parade, Realty Holdings Drop. | Sixty-seven per cent of association resources today are in mortgages loans according to this representative group of balance sheets, as compared with 65 per cent a year ago. Conversely, the percentage of real estate owned has decreased from 19 to 17 per cent, while reserves allocated to this latter item have been steadily mounting. The up-turn in mortgage loans dur- ing the year has gained back more than half the ground lost in 1935 when deflation was still in process in real estate lending, and thus a firm footing | for the upward movement seems to be established.
