A—12 POTATO GONTROL GOES INTO EFFECT Tax Stamp Required With Fine of $1,000 for Ex- ceeding Limit. By the Associsted Press. Frankly admitting the difficulties confronting them, A. A. A. officials yesterday set about launching one of the most controverted of the Gov- ernment’s crop regulation programs— tax control of potato production. Under the potato act passed by the last Congress, any person who buys or sells potatoes dug after midnight last night, which do not bear a Gov- ernment stamp, would be liable for a fine of $1,000. The A. A. A. has fixed a national tax exempt sales allotment of 226,- 600,000 bushels, equivalent of the average annual sale of potatoes dur- ing the five years, 1929-1933. Tax on All Exess. A tax of three-fourths of 1 cent & pound must be paid on all potatoes sold in excess of the allotment. State quotas have been assigned and the A. A. A said individual grower al- lotments were being made as rapidly as possible in Florida, Louisiana, Texas and California. The first potatoes to be affected by the new law are expected to be har- vested late in December. Growers who wish to sell potatoes are expected to apply to county com- mittees for allotments. The A. A. A. said all growers whose records showed their average annual sales did not ex- ceed 50 bushels would receive an auto- matic allotment to equal the annual average. Growers who expect to sell more than 50 bushels must have the allotments aproved and adjusted by the county and State committees. Stamps to Be Opposed. Tax-exemption stamps will be {is- sued through county agents to grow- ers to cover the amount of the allot- ments. These stamps, gray and white in color and the same size as an or- dinary 3-cent postage stamp, must be attached to packages of potatoes which are sold. Quantities of these stamps have | been sent to the four early producing States where grower allotments are | being made. | Tax-paid stamps will be placed on | sale at all post offices and internal revenue offices. These stamps will be for growers who wish to sell more than their allotments, or who did not ask for an allotment. The tax-paid stamps are the size of a special de- livery postage stamp, and are avail- able in 13 denominations, ranging from three-fourths of 1 cent for one pound to $1.50 for 200 pounds. A. A. A officials have indicated they will ask Congress in January to modify some portions of the law, including the provision which makes a pur- chaser of unstamped potatoes liable for the heavy penalty. ANTI-SALOON LEAGUE FOUNDER TO RETIRE Dr. Howard H. Russell Will Step Down Tomorrow at Con- vention. By the Assoclated Press. ST. LOUIS, November 380.—Dr. Howard Hyde Russell, the 80-year-old | founder and associate general super- intendent of the Anti-Saloon League of America, is to be retired. Dr. Russell's retirement, after his 42 years of service, is to take place at the league’s convention, which opens tomorrow. The aged dry leader plans to em- bark upon a new work—the teaching of the Bible through an organization called the Bible Bond. This organization, based on a series of sermons Dr. Russell wrote years ago, undertakes to prove the Bible by the same processes of inquiry and questioning used in trials of lawsuits, Both Dr. Russell and other leaders of the league are optimistic about bringing back prohibition and will map out at this convention & new pro- hibition crusade. Its object is ulti- mately to restore Nation-wide prohi- bition. ‘The approach, the dry leaders say, will be through the drying up first of States and local territories that have gone wet since repeal and the rebuild- ing of support for the dry cause, Bishop James Cannon, jr., who led the revolt of the solid South against the wet democracy of Al Smith in 1928, said today that prohibition sen- wiment is rising over the country. HAVANA, November 30.—Miss Uni- versity of Havana, 1935, Irene Eche- varria Menocal, and five other students of the university, three of them girls, were sentenced today to serve six months in prison on charges of sedi- tious propaganda. They were accused of throwing a package of handbills advocating over- throw of the government from the automobile from which they were ar- rested. They claimed they found them in the vehicle and threw them out to get rid of them. The same court sentenced Jose Fer- nandes to serve & year in prison on a similar charge. AIR SERVICE RESUMES MEXICO CITY, November 30 (4).— The Aerovias Centrales Aftline has announced that it will resume regu- lar airplane passenger service between this city and Los Angeles, previously discontinued when the compeany stated it was unable to comply with a law requiring it to employ Mexican pilots exclusively. ‘The company did not make public terms of the agreement by which it 'was given permission to resume serv- ice, but it was understood the secre- tariat of communications granted a brief time extension for the of Mexican pilots.
