BEDWEAR, SECOND FLOOR. | Compensation Board May CHANGES WEIGHED FOR JOBS REGORDS Ease Rules for Reports on Each Employe. ‘The District Unemployment Com- pensation Board favorably considered yesterday a revisioh of proposed plans for the month.by-month registration of the pay rolls of some 60,000 workers affected by the jobless insurance pro- gram, so as to avoid the need of main- taining & huge card index system on each worker, ‘The board considered division of pay Toll reports from employers into two classes. One would be a mere summary of persons permanently employed by the reporting employers and the other would be a detailed statement of the name, wages and other conditions of employment, of employes not consid- ered permanent. ‘The board said it had not reached any decision on the proposal, but was | “favorably impressed” with sugges- tions submitted by a group of con- | trollers of a number of business houses in the District. Allen Urges Change. Commissioner George E. Allen, 2 member of the board, about a week ago protested against maintenance of | & huge card index system for each | worker subject to the act and sug- | gested Congress be asked to revamp | the law to place the payments on a| flat-rate basis instead of having them calculated by a complicated mathe- matical process based on actual count |of number of hours worked, wages | and other factors. | Outlining the new suggestions which it considered, the board issued a state- | ment explaining: “The suggestion is (1) that all em- ployes be duly registered as of Janu- ary 1, 1936. | *“(2) That all employers be required to divide their employes into two classes—those permanently employed and those employed temporarily or casually; that as to permanent em- ployes, the employer will furnish every month a summary statement showing only the number of permanent em- ployes, the total wages paid and the tax paid. End of Service Recorded. *“3. That upon the separation from employment of any permanent em- ployes, the employer will be required to prepare a separation report which | would contain the number of weeks, the hours per week and the wages | paid such employes during the entire |term of his employment, and that copy of this report be handed the| employe, another copy forwarded to| the board and another copy kept as a part of the records of the employer. “4, That as to temporary and casual employes, the employer should report] every month the names of such em- ployes, the week's work, the hours of employment per week and the wages | paid. | “Such an arrangement would have & provision to the effect that any em- ployer who indicates by his conduct that he will not keep records of permanent employes as provided by the plan, or otherwise fails or refuses to comply with orders of the board in respect to such permanent employes, should be required to make detailed monthly reports.” SEVEN PERSONS TAKEN IN VICE SQUAD RAIDS Those Arrested in Cigar Store Are Charged With Setting Up Gaming Table. The police vice squad arrested seven persons in two raids late yesterday. In a cigar store in the 1700 block of Fourteenth street three persons were arrested and charged with setting up a gaming table after police allege they made several bets on the races, the marked money being recovered in the raid. Those arrested were Elmer Clayton, 38, 1500 block D street northeast; Alvin Ryans, 36, colored, of the 1800 block of Fifth street, and Sam Davis, 30, colored, 900 block of P street. In the other raid on a delicatessen in the 900 block of Rhode Island avenue northeast, police arrested Walter J. Howe, 44, of 3400 block Fifteenth street northeast; Alexander T. Tacconelli, 2600 block Tenth street northeast; Kermit - J. Mallett, 32, colored, and Mary Cornelia Mallette, colored, 28, both of 1300 block Girard street northeast. All were charged with operating a lottery after they are alleged to have accepted numbers bets placed by police. TWO TESTS FOR FEDERAL POSITIONS ANNOUNCED Posts Are Open at St. Elizabeth’s Hospital and in the Navy Department. Two examinations for posts at St. Elizabeth’s Hospital and one for the Navy Department were announced yesterday by the Civil Service Com- mission. The former are junior medical officer (interne) and junior medical officer (psychiatric resident) at $2,000. Applicants must be senior students 1n 8 Grade A medical school for the first named, and must have been graduated from such an institution not prior to January 1, 1934, and to have completed an accredited in- ternship of one year for the last. The Navy test is for negative cutter, Hydrographic Bureau, at $1,800. Details are available at the Com- mission, Seventh and F streets.
