This is one of a series of articles by Mr. Fawcett, written in the course of a recent trip to Europe and recording his impressions and observations. Other articles in this series will appear from time to time in The Star. - BY JAMES WALDO FAWCETT. Are ocean monsters like the Nor- mandie and the Queen Mary “white elephants”? In that question is summarized a controversy which just now is trou- bling merchant marine people might- ily. The current race for the blue riband” of trans-Atlantic transporta- tion, some say, is “absolutely suicidal.” Only a small minority appears to be supporting the contrary point of view. The initiation of the Normandie into service brought the subject to the fore and the induction of the Queen Mary next year is expected to bring | it to a climax. Such rivalry, all par- ties seem to agree, reflects nation- | alistic motives rather than rational economic objectives. The whole prob- lem is one aspect of the competitive | chaos which prevails over the entire world and which, many observers be- lieve, is consistently becoming more complex more bitter and more acute. But, like the universal issue of which it is part, the riddle lacks an answer. Meanwhile, those most directly in- volved ar® bewildered. France, it is reported, soon will be- gin building = sister ship for the Nor- mandie. Great Britain, in that event, will duplicate the Queen Mary. Ger- | many, Italy and almost certainly the | United States will enter the contest. | The ocean will be a battleground. But there can be no worth-while vic- tory for any nation. The cost of con- | struction and of maintenance and | operation is too great. Business to Prove Obstacle. A vessel of the type of the Nor- mandie must pay its way every hour | of its existence, if it is to be an asset and not a liability. That means it | must be kept at sea, sent back and ; forth over the ocean as many times a | year as may be mechanically possible. | And on each trip it must carry a maximum of cargo and passengers. But where is so much business to come from? Even in the most pros- | perous times there has been room for ‘ only a few big ships. Granted that the struggle may re- | sult in & devastating slash in prices, | the fact is that rates now are ap- ‘proxlmluly as low as they possibly can be. Purther reduction is econom- 1nlly infeasible. The Queen Mary, | it has been suggested, may be able to | caITy a tourist-class passenger from Southampton to New York for $75, but anything less than that figure is in- conceivable—the boat might as well | be tied up in dock as sell accommo- dations at a loss. Also, concentration cu leviathans signifies the elimination of numbers { of smaller ships. The shipping com- \ panies simply cannot operate Ilittle | competitors of their own glants. Cap- | ital invested in existing equipment | Wil suffer the handicap of being “frozen,” and labor will be disadvan- \ uged by the necessary cuts in person- | nel. Yet even if the ocean were swept clear of little boats, it is doubtful that the monsters could justify themselves. Geographical consideraticns, it should be remembered, must be taken into account. A traveler naturally desires to sail from a convenient point, but Southampton is not convenient to Berlin or Rome and Cherbourg is not convenient to Londcn or Dublin. The trafic normally is “divided” among half a dozen major ports, and to correlate it at any single one of them would be exceedingly difficult. Moreover, the British passenger ordi- narily will prefer a British boat, just as the Freach passenger will prefer a French ship. has something to do with the case. Vibration on Big Ships. A supplementary complication is the discomfort of travel in crafts pri- marily dedicated to speed. The Nor- mandie is fast, but it likewise is wracked with vibration, and the same observations may be made in prophecy with respect to the Queen Mary. Oc- casional voyagers may not object to the incessant throbbing, but the aver- age vacation tourist is apt to be crit- ical. It follows that a prejudice will develop against both the big boats and the policy which they represent. One ray of hope enters the picture because of the international pool or trade association to which all the companies belong. It is a league of oations of a sort and may have a pacifying influence on its members. Some arrangement, for example, may be worked out whereby only one large vessel will sail each week end. But such an agreement would result in that ship's rivals being temporarily “out of business,” and as one would be satisfied in the role of & passive martyr, Each company wants to be independent, and a philosophy of self- sacrificing co-operation has scant appeal to any group. World-wide prosperity, certainly, would solve the problem, but the men of the merchant marine are not ex- travagantly optimistic of such good fortune in the near future. Hence, their attitude of alarm over the “blue riband” race and its inevitable con- sequences. o Funds to Repair Ships. Marbut, chief of the soil survey, who died Sunday in Harbin, Manchukuo, will be published as part 3 of the Atlas of American Agriculture has been made by the De- partment of Agriculture, The publication will contain the information accumulated by Dr. Mar- but during his 20 years as chief of the sofl survey. It includes the map- ping and description of the soils of 1,500 counties and areas in the United States and its insular possessions. Dr. Marbut, who had the age of retirement, had been retained by the Government for two additional years in order to continue important research which he had begun. The Department of Agriculture said his death “deprives the country of one of the world's greatest authorities on solls.” U. S. In another blow at Mexican “mail order divorces,” the Post Office Depart- ment has issued a fraud order barring the mails to 8. E. Baca, attorney and E. 8. Buchoz, notary public of El Paso and C. Marshall Finnan, superintend- ent of the National Capital Parks, ex- plained the grade of that area is to be raised in conjunction with con- struction of an earthen bank to keep flood waters of the Potomac River away from the new Government build- ings in the triangle.
