LUCERNE, Switzerland, August 23. ~Dr. Arthur Ruppin, addressing the Zionist Congress yesterday, said there was a hopeful future ior the Zionists in Palestine, but that there was also 2 need for caution. ‘The speaker reviewed “25 years of Zionist colonization,” with its trials and successes. He said there was a great opportunity, but that Palestine industries were endangered by the world depression and must be pro- tected. ‘The delegates stood as Dr. Nahum Bokolow, retiring president, eulogized the illustrious Zionists who have died since the last congress in 1932 at| Praha.
