Suter Speaks on Civic Work. Jesse C. Suter, past president of the Federation of Citizens’ Associa- tions, addressed the gathering on “Effective Civic Work.” In his ad- dress, Suter laid before the body 12 fundamental, points by which a citizens’ association’s work may be- come successful. Several serious and amusing anecdotes Were related in connection with the history of or- ganized citizenship in Washington. L. A. Carruthers, vice president of tae federation, addressed the mem- bers on the need for a civic group in the area. “We are in particular need of citizens’ associations” Car- ruthers stated, “becayse of our pe- culiarity in government; because we have no vote here.” He said that only by banding together into active civic organs can the voteless resi- dents of the District have a word in the govethment of their affairs. A total of 54 members for the new group was reported by M. G. Fincham, chairman, Membership Committee. F. H. Christianson, temporary chajrman, presided; the next meeting will be held September 10.
