R. A. as saddling American people with their “worst era of monopolies” was added today to the recurring public comment on national affairs of for- mer President Herbert Hoover. “Exactly such schemes to avoid eompetition in business were rejected by my administration because they are born from a desire to escape anti- trust laws,” he said in advocating sbolishment of the administration re- eovery set-up. “The one right answer by the House | of Representatives to the Senate's ac- tion extending the life of the N. R. A. Is to abolish it entirely,” he replied Yo his interviewer when asked what be thought Congress should do. Sees Recovery Retarded. Beated in the study of his imposing eampus home, which commands a sweeping view of the Santa Clara Val- ley, the former Chief Executive leis- | wrely puffed on a cigar. “This whole idea of ruling business through code authorities with dele- gated powers of law is un-American in principle and a proved failure in prac- | tice,” he said. “The codes are retard- | ing recovery. They are a cloak for eonspiracy against the public inter- est. They are and will continue to be & weapon of bureaucracy, a device for Intimidation of decent citizens.” He asserted the N. R. A. has been erushing the life out of small busi- nesses and “they are crushing the life out of the very heart of the local eommunity body.” “This whole scheme has saddled the American people with the worst era of monopolies we have ever experi- | enced,” Mr. Hoover declared. “How- ever monopoly is defined, its objec- tive is to fix prices or to limit pro- | duction or to stifie competition. Any one of those evils produces the other | two, and it is no remedy to take part of them out. * * *” Criticized Regimentation. Mr. Hoover's statements, made yes- | terday, followed by a few days an | address in San Franeisco in which he eriticized “regimentation” as not pro- | ductive of a true American. That address was made to a conference of California social wrokers. Shortly before that he sounded a keynote for California Republicans with a plea for the militant revival of Republicanism. A long silence on national affairs was broken by the former Chief Ex- ecutive at the time of the Supreme Court's gold clause ruling. Return- ing from a trip to New York, Mr. Hoover released a statement in Tuc- son, Ariz, in which he advocated a return to the gold standard and cur- rency stabilization. In the N. R. A. codes Mr. Hoover saw a stifling of new enterprises, thereby depriving American youth of opportunity. “My investigations show that the codes have increased costs of produc- tion and distribution, and therefore prices,” he said. “Thus they have driven toward decreased consumption and increased unemployment. They have increased the cost of living and placed a heavier burden on the Amer- ican farmer.” If the codes have increased employ- ment, Mr. Hoover said it was not ap- parent. Suggests N. R. A. Be Dropped. “To the customary answer of ‘de- | structive criticism’ or the other ques- | tion, ‘What substitute is offered?’” he continued. “I suggest that the only substitute for an action that rests on definite and proved economic error is to abandon it. We do not con- struct new buildings on false foun- dations, and we cannot build a Na- tion's economy on a fundamental error. “The beneficial objectives of =& greater social justice and the pre- vention of sweating, child labor and buse in business practices should be nd can be better attained by spe- ific statutory law, * * * | “The whole concept of N.
