SUBSTITUTE IS URGED FOR MONROE DOCTRINE Author Suggests Official Junking of Historic Statement, Held Misunderstood. Gaston Nerval, author of the “Autopsy of the Monroe Doctrine,” suggested in a lecture at Goucher College in Baltimore last night that President Roosevelt junk the historic document and meet any attempts to colonize the Western Hemisphere by “consultation with other American Republics.” Nerval expressed the belief the President should declare the Monroe Doctrine “has already served its pur- pose” and that while the United States “maintains its attitude of opposition to attempts of colonization of the ‘Western Hemisphere by non-American powers,” consultation should take the place of the “hegemonic policies of the United States.” ‘The speaker said anything the execu- tive branch of the Government might do to pave the way for Latin-American friendship will be hindered by the persistence of that popular misconcep- tion of the Monroe Doctrine. He asked Take this famous prescription used constantly in place of calomel by men and women for 20 years—Dr. Ed- wards Olive Tablets. They are harm- less yet very effective. CAPUDINE New York - Miami and the | Havana, ete. issued a statement yesterday answer- ing what she termed “an attempt to injest the ‘radical issue’ into the election of officers of the D. A. R.” Mrs. Becker, who is chairman of the organization's National Defense Com- mittee, precipitated discussion mme‘ months ago when a statement at- tributed to her appeared on the jacket of a book, “The Red Network,” which listed Mrs. Franklin D. Hoose-‘ velt in its “Who's Who" of purported radicals. Her opponent for the president generalcy, Mrs. Flora Myers Gillentine, last Sunday opened her campaign for the office by proposing a platform plank holding that the society “should not be used for dissemination of propaganda for any outside groups, but should confine the distribution of publications to such as have “the authorization of the society only.” Wrote Acknowledgment. In her statement yesterday, Mrs. Becker asserted that what she wrote concerning the book was merely a | courteous acknowledgment of it and not an indorsement, and that she did not know at that time that the name of Mrs. Roosevelt was in the book. “The record affirms that during the period of my chairmanship, the National Defense Committee has up- held and furthered the objects of the society.” she said. “It has uniformly advocated upholding the principles of the American Government, and it has unequivocally and emphatically pro- moted adequate national defense through patriotic_education. “I concur with Mrs. Magna, the president general, D. A. R.. in express- ing my hearty disapproval of distrib- uting in the name of the D. A. R. society printed matter which has to ! do with the tearing down of personal character. The National Defense | Committee deals with issues and mot personalities. Many Works Reviewed, “As part of its routine work, the | committee _studies the platform, which are said to aim to undermine jour form of Government. Numerous | publications, including books and !leaflets are reviewed in the national defense office. It is not within the | province of the National Defense Committee to indorse any publication. “All complimentary material re- ceived has had courteous acknowledg- ment. However, such acknowledgment was never offered as an indorsement and if so used, has been done without pumisilon of the chairman.” DISTRICT RESIDENTS ‘ BENEFIT UNDER BILL, | Navy Yard Claims of 1878 to Be Paid if Measure Is Made Law. | _— | Residents of the District would | share to the extent of $81,000 through the settlement of long-pending claims against the Government by navy yard workers if a hill favorably reported yesterday by Chairman Walsh of the Senate Education and Labor Com- mittee becomes law. In 1878 workmen in navy yards in all parts of the country performed extra labor above the legal day of eight hours. Their claims for addi- tional compensation have been passed on by the Court of Claims, but the necessary legislation to make the money available has never been ap- propriated. As long ago as 1910 former Presi- dent Taft urged Congress to settle these claims. Bills to accomplish that purpose have passed the Senate five | times and have been favorably re- ported in the House a number of ‘ times, but have never become law. The total of all the claims is $332.- | 950, representing money due to 1,350 laborers and mechanics for these ex- tra hours of labor years ago.
