Robert Messer, 39, a roofer, living at 1244 Eleventh street, dled at George ‘Washington Hospital this morning of a broken neck suffered early yesterdly when he dove off a wharf at Herald Harbor into shallow water. The injured man was taken to Emergency Hospital at Annapolis in an smbulance, where he was given a preliminary examination. ‘Without being admitted to that hospital, how- ever, he was brought on to the Wash- ington institution. Messer was pulled from the water by a friend with whom he had gone to Herald Harbor, Joseph Carmody, 1317 Thirteenth street. The accident oc- curred about 2:30 a.m., shortly after Messer and several friends arrived by automobile from Washington. N, retired, who died at the Naval HOlDlw 'nmd.- was buried yesterday at Arl‘n:ton National Cemu'ry 'lth full military honors. Capt. Sidney K. Evans of the Chaplain Corps, officlated. Capt. Marsh was born in 1855, a native of Muncie, Ind., and graduated from the Naval Academy in 1879. He was a veteran of the Spanish-American War, during which he served in Cuban waters and also on the Cuban Commis- sion. He was at different times con- nected with the Smithsonian Institution and the Naval Observatory, and in 1901 he served as naval attache at Peking and Tokio. After he had been retired in 1918, Capt. Marsh did not entirely relinquish active service, for he saw active service during the World War in the division of naval militia affairs. In 1920, Capt. Marsh was gppointed naval attache to the American embassy in Madrid. ‘The Japanese fi;lemment expressed its gratitude to for his valuable services in the matter of naval co-opera- tion between Japan and the United States in the form of the decoration of the Imperial Order of the Rising Sun (third class), and he received the Medal of Peace from the Spanish government.
