Pope, who has just retired as president of the District Bankers’ As- sociation, believes that business and banking in Washington are not going to suffer permanently by the Govern- ment’s economy policy; that the city is facing steady growth in population be- cause of the creation of new govern- mental activities, and that trade asso- ciations of national importance are gom( to be more and more represented ere. The Reconstruction Finance Corpo- ration started with one floor and now occuples a whole building, Mr. Pope said today. The organization that will be required to administer the new se- curities act, under the Federal Trade Commission, may start with one floor and later absorb a whole building. The administering of the new in- dustrial control law will require a very large personnel, the banker added. Here, too, the officials and personnel may and probably will have to have a whole building for their work. Those are only three examples of the expan- sion that appears certain under the present administration. Mr. Pope, who is vice president and treasurer of the Munsey Trust Co., is most optimistic over the future of Washington. In his annual address be- fore the District Bankers’ Association e stressed the prediction that the Gov- ernment’s personnel will not be reduced | by closing up many bureaus and com- missions, but will actually be increased by the establishment of these other im- portant new Government organizations. Other bankers here share the views . Pope, to suggest the possibility of a “boor for Washington equal to that in the days of the World War. At least, that is a “hope,” said one bank president today. Sharp Trade Gains Reported. In summing up trade conditions in the 12 Federal Reserve districts, the New York Times says: “Wholesale and retail lines continue active in New York, the volume of trade being well maintained. “Business reawakening in the Phila- delphia district is become more appar- ent each week, Fall wholesale orders being well ahead of last year. “Shoe and textile demand rises in New England, with all business gaining momentum and employment showing improvement. “Retail sales are booming in Chi- cago, exceeding the same period a year ago, and with a 40 per cent gain over the previous month. “Jobs are increasing in the Cleveland area, as steel activities have been to 72 per cent capacity in of the district. “Industrial plants throughout the St. Louis district are speeding up, many shoe plants going back on full time. “Rural buying around Minneapolis has taken a pick-up because of the bet- ter agricultural outlook for large Fall crop yields. “Building activity in the Atlanta dis- trict continues to improve as shown by an increase in new construction con- tracts. “Employment conditions in the Rich- mond district continue to improve and May . building figures are expected to show a gain over recent months. “Kansas City, Dallas, Tex., and San Francisco, Calif, report general im- rovement in retail sales and industrial es.”” Happy Days for Chevy Chase. As reported fully elsewhere in today's Star, the Chevy Chase Savings Bank was reopened today as a branch of the Nnnonnl Bmk after the savings had been operating on a very much restricted basis for more than three months. There was a rush of depositors, as people in that community were happy to have a bank in their midst which ‘was operating on a complete schedule. It is the first of the 13 local banks closed at the time of the moratorium to be reopened under its own or new management. ‘The separation of the old bank from the new one has required a great deal of extra clerical work, but all these detalls had been cleaned up before the doors were opened. Several officials from Riggs' main office visited the bank during the day. Harold W. Buruside is the new manager and J. Ezra Troth assistant manager. Departmental Payment Ready. It was announced late yesterday that the Departmental Bank, 1726 Pennsyl- vania avenue, will make another pay- ment to depositors on Saturday of this week W. B. Allman, receiver for the institution, states that the payment this time will be 15 per cent. The bank will be open from 8:30 a.m. 16 9 p.m. Saturday, and these hours will be repeated on Monday and Tuesday, the receiver said. The Departmental already has paid two other dividends totaling 50 per cent of deposits. ‘The bank now has been closed 11 months, and the progress made in the receivership proceedings has been un- usually rapid. BY GEORGE T. HUGHES. Special Dispatch to The St | NEW YORK, June 15. —The reaction in the stock market continued today, with new lows on the movement. The market was weaker in the last hour and left off not far from its minima. In the first part of the session there was an irregular recovery, which, how- ever, did not hold. The selling was resumed in the afternoon and met no effective resistance. Up to the last half hour the rails held out, but they | too, gave way at the end. The dollar was stronger in compari- son with other foreign currencies all day. Sterling exchange in the late afternoon was off nearly 8 cents from the final of the day before. Cable dis- patches from London reported Great Britain and the United States near an agreement on stabilization of the rela- tive values of their currency units. This the market interpreted bearishly, par- ticularly on the gold stocks. Commodities were reactionary as well as securities. Wheat closed 1-14 Silver futures were weak notwithstanding the British offer of payment of $10,000,000 on account of the war debt in silver. Price changes at the opening were mixed, but before noon a slow upward movement had begun. The gains were generally fractional, but a few stocks ran up 1 or 2 points. Traders were very cautious, partly because of the demonstration the mar- 'I ket had given earlier in the week that « | it was overbought and partly because the situation in. London was still very confused. Then sterling exchange was lower and the dollar was stronger abroad at the start and that mod- erated enthusiasm for the stock market. There was nothing unfavorable tn the domestic business news, was the agitation over the uflw‘! wage scale. In view of the action of the rubber and tire companies in rais- ing wages, it was felt that the rail- roads would have difficulty in reducing compensation of their employes. If we are to have inflation, it would seem that further cutting of wages was out of order. Besides, the May statempents of the roads, due any day now, are certain to show large over a year 2go, in net income at and sometimes in gross. (Copyright, 1933.) MONEY HABKET.
