WASHINGTON, “NEW DEAL” SEEN | FOR LATIN AMERICA Roosevelt’s Attitude on Mon- 1925, President Calvin Coolidge rubbed the pan-American fur the wrong way with a speech which set up the theory— apropos the presence of strong Marine forces in Nicaragua—that the property of an American citizen is & part of tae national domain, an assertion which seemed to Latins to convey the idea o vherever there was an American- owned banana plantation or copper mine or -oil field, there automatically American sovereignty was established. It would, of course, be premature to y that President Roosevelt's Pan- | and mistrust between the United States | |and the southern republics. But 1t 1s| | regarded as speaking the language of equality, respect and neighborliness and generally designed to normalize pan- American relations, with a conspicuous absence of that superiority complex which the Latins have so long discerned in our attitude to them. Pres- ident Roosevell's Pan-American day | address is the index of the altered policy | which is henceforward to govern the | relations between the United States and the 20 sister American republics. They, at least as represented by their re- spective spokesmen in Washington, so interpret the President’s maiden utter- ance on the affairs of the Western Hemisphere. His description of the dogma laid down by James Monroe in 1823 as “this pan-American doctrine of continental self-defense” causes endless satisfaction in the Latin American world. It seems to divest “Monroeism” of the exclusively unilateral aspect which the doctrine hitherto has borne. The United States long ago ceased to r gard the keystone of its foreign policy arch in that light, but many Latins felt that we took that view. The Monroe Doctrine came to be widely considered as a cloak for “North American imperialism.” Our successive occupations of the Domini- can Republic, Hati and Nicaragua with Marines strengthened that conviction. Now that our “Marines policy” has been | abolished and Leatherneck forces with- drawn from the Caribbean and Central American area a new frame of mind prevails. Charges of “imperialism” have grown perceptibly less vehement, t0o, since Congress voted to remove the Stars and Stripes from the Philippines. With President Roosevelt's pledge of better tariff treatment for Latin Ameri- can products and his definition of the Monroe Doctrine as something of pai America, by pan-America and for pai America, the rest of the Western Hem- isphere is given an entirely different slant on Uncle Sam's purposes.
