McDonald. chief of the United States Bureau of Public Roads, by diversion of gasoline and other special motor taxes to alien purposes. In commenting on the tendency of State Legislatures to take such reve- nues from highway purposes, the road chief said that such contemplated re- ductions are serious enough to endan- ger both our large capital investments in highway construction and the tech- nical organizations of our highway de- partments.
