RESTORING CUPOLA | 10 SCHOOL URGED Burroughs Citizens Ask Taft “Addition as Memorial to Harris. After ordering study into the move- ment for District representation in Congress, members of the Burroughs Citizens’ Association voted unanimnously last night on a resolution calling for the restoration of the cupola to the new Taft Junior High School building as & tribute to the memory of Albert L. Harris, District municipal architect. Mr, Harrls, who held the office of District architect for 12 years and who designed the projected Municipal Center, died here one week ago. Designed by Harris. It was pointed out at the meeting that the Taft School building was one of the last designs made by Mr. Harris. The cupola was included in the original plans, in keeping with the designs of other schools in the District created by this city official. In debating the resolution last night members attributed the cupola’s re- moval to the recent custom of “certain committees” in Congress to enter into gentlemen’s agreements with District officials and to impose restrictions which handicap the administrative eficers of the District in the perform- ence of their duty. Finch Heads Committee. The special committee to study con- gréssional representation for the District will be headed by Wilbur Finch, a Washington attorney. Mr. Finch's group is expected to go into all phases of the movement for suffrage here and report to the association as early as possible. The association did not go on record last night for or against representation in the District. Another resolution seeking to rid the eity of the starling nuisance by humane methods was adopted. The association also urged that another police radio car be assigned to the northeast section for patrol duty and went on record requesting the District Commissioners to order the Fire Department to one of its officials to pay a call to each school at least once a year to instruct students as to what to do in case of fire. GOV. MURRAY ASKS LEGALIZED LASHINGS Proposes Whipping in Court for Boy Criminals and Stocks for Second Offense. By the Associated Press. OKLAHOMA CITY, March 3.—Gov.| william H. Murray urged the Oklahoma Legislature yesterday to legalize the whipping post for criminals. “The Legislature,” he said, “should pass a juvenile criminal malicious mis- chief act and upon conviction provide that the boy shall be brought into court and soundly thrashed with not less than 10 nor more than 50 lashes with no clothes on the back except a shirt, by the parent or guardian. “Por the second offense put him into an open court yard in stocks, with his hands and feet fastened, to take for a day -or so the scorn, jeers and paper wads of his associates. “These punishments will greatly af- fect him—much more than a year at the institution or in jail, and the cost of hickories and stocks will be negli- ible.” € For the adults the Governor would recommend 39 lashes on the bare back, ‘with- double the number of lashes for | the second offense. Napoleon's proclamationof 1809, urging the Magyars to retain their independ- | ence, is on view, and a copy of the “Golden Bull” (so-called because of the seal attached to it) in which King Andre II of the House of Arpad laid down the rights of the Hungarian no- bility in 1222.
