BANKRUPTCY LAW CHANGES LIKELY House Committee Adopts Amend- ment to Exempt Certain Municipal Lines. By the Associated Press. An amendment to pending bank- ruptcy legislation to exempt insolvent street railways and subways, partly or wholly owned by municipalities, from the reorganizations proposed by the measure was adopted today by the/ House Judiciary Committee. The change was made &t about the same time that President Hoover was| described as optimistic regarding the| possibilities that legislation carrying out his recommendations for amending the bankruptcy laws would be enacted. Reports have been carried to the Chief Executive from Capitol Hill indi- cative that favorable action may be had. He has been informed that hundreds of thousands of citizens are in financial difficulty through no particular fault of their own. He was described as believ- ing that if given court protection for | sufficient time to rearrange their finan- cial affairs debts might be paid in large part or in full. The municipality amendment adopt- ed today was proposed by Representa- tive Oliver, Democrat, New York, who said it was requested by Mayor O'Brien of New York and other city officials in view of the involved litigation affecting the New York subway system, already in receivership Oliver’s amendment applied only to street railways and municipal rail- roads not operated in interstate com- merce. Another change proposed by Repre- sentative Celler, Democrat, of New York, had previously been incorporated in the bill. It would direct the appoint- ment of individuals as receivers, or trustees, unless it could be shown that it was to the best interests of the debtor to have a corporation or company named. If a corporation were named trustee or receiver, it would be allowed | to act in only one case. Cellar said his amendment was prompted by the number of cases in which the Irving Trust Co. of New York had been named receiver or trustee in bankruptcy.
