NEW YORK, January 9.—Occasional unofficial suggestions that New York banks, flush With non-working cash, | negotiate a large loan to Soviet Russia, | with the famous Romianoff jewels val- | ued at some $300,000,000 as security, | |are received with interest but little en- thusiasm by leading financiers. It is not that the bankers have any- | thing especially against the present Russian Bolshevik government. They say there are numerous reasons why.the | Czarist gems, at the moment, would not come under the financial formula of “collateral.” “A Moral Handicap.” In the first place, say the banking | authorities, there is a somewhat de- | batable “moral” handicap.
