There was & more cheerful feeling in invest- ment circles, without much explana- tion of its cause. The fact that for- dollar bonds directly related to war debt situation were in and at higher prices suggested the lief that the December 15 payments ‘would be made in a manner satisfactory to both debtor and creditor.
