Due to the President’s demands for banking reorganization, made in his #message to Congress, it was believed in financial circles here today that important financial legislation will, after all, be given attention during the short ;zmm. Until the g.rent:ghm y‘:e:mm message yesterday the nerally held that no important bank- gx matters would come before Congress Hbefore March 4. #i The President declared that reorgan- 4zation of the Nation's bank system at once is essential in further efforts to bring about business recovery. The fsubject has been exhaustively investi- of Congress banking, i o at emergency. He does not refer mlfldmhmmdbflhubflwfiu system as a whole. Bank failures rose in 1931 to 1012 per cent of all the banks, as compared to 11, per cent of the failures of all other types of enterprise, President Hoover reminded the lawmakers. Since d:-i‘unry 1, 1930, s 5 %ihe said, adding that many sound banks irhad been forced to close. Hoarding of Ecurreney rose during the height of the crisis to more than $1,600,000,000. Near lithe conclusion of his banking message, President Hoover said: {| Reforms Called National Necessity. % “Methocs of reform have been ex- W haustively examined. There is no 4 reason now why solution should not be “found at the present session of the | Congress. Inflation of currency or vernmer:tal conduct of banking can j{have no part in these reforms. The “Government must abide within the ;field of constructive organization, reg- vulation, and the enforcement of safe | practices only. {” “Parallel with reform in the banking {3aws must be changes in the Federal ! farm loan banking system and in the { Joint stock land banks. Some of these i changes should be directed to perm- _anent, improvement and some to : emergency aid to our people when the ! wish to fight to save their farms an homes. | “I wish again to emphasize this view { —that these widespread banking re- ; forms are a national necessity and are | ! the first requisites for further recovery | jin agriculture and business. They ishould have immediate consideration . &s steps greatly needed to further re- { covery.” Today's Trading on Exchange. i _'The Washington Stock Exchange ; opened today with 10 shares of Capital i Traction stock selling at 4%, followed ! by another 10-share sale at 4 flat. i Potomac Electric Power 6 per cent i preferred stock came out at 1101, and ! the 532 per cent issue moved at 106%. { Washington Gas Light bonds, series i A figured in several small sales at 1 99%, -while $100 series B 6s sold at 1 102%. | !, At the regular monthly meeting of | 1 the board of directors, Bank of Com- | + merce & Savings, yesterday, the rczu-i { lar semiannual dividend of 5 per cent i was declared, payable January 3 to| | stockholders of record December 20. i American Express Co. has declared | the regular quarterly dividend of $1.50, | ¢ payable January 3 to stock of record | i December 20. | { National City Bank, New York, has | 4 declared the regular quarterly dividend { of 50 cents, payable January 3 to stock ¥ of record December 10. TOHOLD ALL GAIN of Session—Net Changes Are Irregular. BY GEORGE T. HUGHES. Special Dispatch to The Star. NEW YORK, December 7.—Stocks continued their advance in the early trading of today's session, but weakened in the last hour and let off with irreg- ular net changes. There were two uncertainties that affected business toward the close. One was the New York City maturity today, which had to be met unless the municipality were to default, and the other was the international outlook, which depended on the debt conference in Paris. Prefer to Wait. Both of these situations will be cleared up one way or the other by tomorrow, and speculators apparently were anxious to await the outcome before extending commitments. Sterling exchange rallied vigorously and at $3.24!: in the late afternoon was up 37 cents, the highest of this recovery. Wheat left off 35 to a pofnt higher, but most commodities simply marked time. The strongest outside market was silver, up over 35 points late in the day. The stock market was dull on the last hour irregularity, but American Telephone came down nearly 2 points from its best and Steel common ranged | under the previous close. | The market opened higher and slowly forged ahead all through the first two | hours. The stocks that made the best | showing were those in which there was | the largest short account, such as Allied | Chemical, up over 2 points on top of yesterday's advance of nearly 5 points. Allled Chemical is the stock on which the largest premium is charged for borrowing. The rails were strong, still under the leadership of Atchison and Union Pacific, both in new high ground on the recovery. Join in Upturn, Other popular issues to sell higher included American Telephone among. the utilities, J. I. Case among the farm stocks, Westinghouse Electric, Ameri- can Can and United States Steel com- mon and preferred. Other rails in demand were Lackawanna, Pennsyl- and Delaware The last named had gone up 6 points yesterday, despite which it forged ahead still furthe: The inspiration for the buying did not come from the industrial news. The Iron Age reported that “steel or- ders continue to dwindle” and added that production was down another notch to 16 per cent of capacity. Scrap prices have weakened in nearly all cen- ters, it was.said. Electric power out- put was off 9.6 per cent on the week. Last week the drop was only 7.8 per cent. The poorest showing was made by the central industrial district and the best by New England. ‘The market seemed to be remrlngi confidence in the course of events at| Washington. Although the strength | of the opposition was not underesti- mated, it was believed that a sales tax would be enacted. Then there was a good deal of talk about the so-called domestic allotment plan for restoring agricultural prices to a profitable level. Traders in securities, in fact, were ap- parently more impressed with the idea than those in commodities. Sterling Stages Rally. Sterling exchange rallied day. At the opening it was $3.23, up 23 cents, later canc part of the rise. Francs locally unchanged but in Paris the dollar sold at the highest price in over two years.
