If the rate of deficit for 5 months should continue through- out 12, the total deficit for the fiscal year ending next June 30 would be approximately $1,800,000,000. Ways to Overcome Deficit. To overcome this deficit there are two ways. One is to increase income by enacting new taxes; the other is to reduce expenditures. For reducing expenditures there are three principal means. One is to re- duce the rate of wages and salaries of Government, employes; a second is to reduce the amount of money paid out to veterans; the third is to combine Government departments so as to elim- inate duplication and waste. On the last some progress has been made. Congress last Winter cautiously and grudgingly authorized President Hoover to make tentative orders com- bining departments. The orders must be submitted to Congress at a time when it is in session, and they take effect only after Congress has had 50 | days in which to suspend them if it chooses. Yet a fourth means of reducing ex- penditures available if the other three are not enough, is to have the Govern- ment curtail or even cease carrying on some of its activities that are desirable when the Government can afford them, but dispensable when the Government cannot. How muck can be accomplished by rigorous carrying out of ways of reduc- ing expenditures is a matter of guess- work.
