INACTION FORECAST ONDEBTS QUESTION Opposition to Commission i Likely to Cause Stale- mate Until Mareh 4. With a new debt commission tabooed by the Democrats ir. Congress, Presi- dent Hoover's only alternative for deal- ing with the foreign debtor nations ap- peared today © be through the ordi- nary diplomatic channels. This was the course suggested by President-elect Roosevelt, afcer he had frowned on the proposal of the Presi- dent for creating a new agency or commission to discuss ihe debts. Should the Bresident really under- take to negotietc through diplomatic channels for a revision of the debts, undoubtedly there would be a roar of criticism from Capitol Hill, members of Congress feeling that the debts are primarily a matter for Congress to deal with. One prominent Democratic Senator said today that he, personally, would have no objection to the Presi- dent’s following sucix a course as out- lined by Gov. Roosevelt in dealing gvith the debtor nations. But this same ator admitted that other members nf Congress would not taks this view of the matter. Inaction Likely. Because of the situation created by the unwillin less of Congress to pro- vide for a new debt agency and Presi- dent Hoove! position that it is a matter for Congress to deal with by the creation of such an -agency, prospects are nothing will be done. The replies of the United States to Great Britain, France and the other cebtor nations to_their notes asking suspension of the December debt \uy- ments and review of the debts will be made pubu: tomorrow, it is expected. Congress Hostile to Moves. The debtor nations may send other notes to this country through the usual diplomatic channe’s. But the expecta- tion on Capitol Hill today is that they will be without avail. Congress is in no mood, it was said, to enter into any negotiation looking to debt postpone- ment or debt reduction. There the matter stands. Unless there should be & radical change, it looks like a stale- mate until after March 4, at least. In some quarters today it was urged that the President, having met a decli- naticn on the part of the congressi leaders to permit the creation of a new debt agency to talk things over with the European debtors, should proceed to deal with the debtors directly through channels available. If Con- gress does not like it, so much the worse for Congress, was the attitude of theze advisers. SIX SUIT CASES TAKEN FROM PARKED AUTO Mrs. Louise E. Shifting Program Extends Work on Beautification Near Ar- lington Span. ‘The Arlington Memorial Bridge Com- mission has been saved $3,000 by a soil- shifting program. Congress neglected to give the com- mission sufficient funds to complete its work of beautifying the circles and flower beds adjacent to the bridge and around the Ericsson Memorial. Lieut. Col. U. 8. Grant, 3d, executive officer of the commission, conferred with Lieut. Col. U. 8. Grant, 3d, director of Public Bulldings and Public Parks, and it was thus arranged that the park division should do the work, Near the Lincoln Memorial, a gigan- tic hole has been dug and the soil taken out to finish the bridge work. Now, the officials propose to permit contractors to place excavated earth from the public buildings the cavity. The park authorities, how- ever, have provided that sufficient top soil be retained, so that after the clay is dumped into the hole, top soil can be replaced.
