It is very interesting, one group of employes being coerced to force down the wages of another group to the ultimate detriment of both.” This “organized propaganda of a china letter variety” demanding reduc- tion in Federal expenditures, he said, is under way all over the country. Mr. Lowe said one letter issued by the president of a large corporation in Wil- mington, Del., is being used word for word, figure for figure, by two other very large corporations, one in the-ex- treme West and the other in the ex- treme East. 1 Mr. Lowe spoke under the auspices of the Washington Chamber of Com- merce and commended that organiza- tion for its work in assisting Govern- ment workers in their fight for salaries t‘:-‘ommensumte with their mpon&ibfll-i es. “Facts Are Distorted.” | “Statements have been made,” he de- | clared, “that are absolutely false, flclsi have been deliberately distorted, and | flagrant misstatements have been cir- | culated concerning Federal employes and Federal employment calculated to bring ridicule upon them and upon the Government. “Certain individuals, associations ' and business organizations scattered throughout the country have, in ef- fect, declared a boycott upon the Gov- ernment, These groups are waging widespread and vigorous propagancs against their Government and its eS- ployes; they belong to the conserfa- tive elements of the Nation, not she radical, and their attitude is that the ‘best government is the worst.’ “Other groups less high in the scale openly scoff at all Government enter- prise. This attitude, if continued, will cost the people of this country dear. A sum of money too vast to estimate | will be lost annually by this deliber- | ate poisoning of the wells of Govern- | ment interest, enthusiasm and service.” | The speaker stated that there was no objection to specific and fair criti- cism. He insisted, however, that the critics state specifically what sppropria- tion should be reduced, what offices or bureaus abolished and wgere inef- ficiency exists in Governmeut service. Mr. Lowe declared Government em- ployes are equal to and probably more efficient than workers similarly paid in private business.
