The market gpened higher, reflecting the action of the Bank of England in reducing its rate from 3'% to 3 per cent ‘This was taken here as an Indication that the New York Federal Reserve Bank would today cut iis -ediscount rate. which hos stood at « per cent since Februa . The p4%ent rate 3s obviously out of line wit! & market which quoles time money at 13; to 2 per cent. call money at 27; per cent and Jhas cui bill rates down to 1Y per cent, "8 further cut of ! per cent being made ‘foday. Since it is the intention of the "Treasury to get as good a market as it can for the $300.000,000 to $500,000,000 of 6 to 12 month notes it proposes to offer Monday, it was taken for granted that the New York bank rate would be Teduced. Hence there was heavy buying of “Governments, not only by those playing “Yor the advance expected following the rate cut, but by the Federal Reserve, holding to its policy of buyirg about $75.000,000 of Government paper weekly. Treasury 3s and 3'ss had the largest gains, They rose nearly a point and were quoted at levels less than a point under their 1932 highs. Gains in other Liberty and Treasury offerings ranged from '4 point upward. This movement in itself would have been sufficient to cause another general marking up of municipals. But the market for these entirely tax-exempt issues had another yeason for strength in the rapid manner in which a banking syndicate disposed of $5,000,000 of New York City one- year notes at 5 per cent. Other new municipal issues were also moving swiftly. New York State 4s were bid for on a 3.60 per cent basis today. INTEREST ON. FOREIGN DEPOSITS IS REDUCED By the Associated Press NEW YORK, Aprli 21.—New York City banks, it was learned, will reduce interest rates allowed on foreign de- posits by one-half of 1 per cent, ef- fective next week. The new rates will be one-half of 1 r cent on demand deposits other than hose of central banks, 115 per cent on central bank funds placed here and 2 per cent on time accounts. - Banks in Holland and Switzerland recently ceased to pay any interest on foreign deposits and French banks have . cut their allowances. It was believed, therefore, that the cut here would not e followed by a withdrawal of foreign funds, since there now are few places ‘where the money can earn interest with the security available at New York. Local banks will effect substantial sav- ings through the change. CHICAGO RAILROADS PLAN TRUCK SERVICE By the Associated Press. CHICAGO, April 21 —Within the Dnext month Chicago railroads, through “the Railway Express Agency, will enter the highway trucking business, the express company announced. Service will apply between 50 and 100 miles each way from Chicago, with Milwau- kee the northern terminal, Aurora the western and South Bend t south- eastern. It is the first time the agency has stepped out of the Chicago terminal| field to enter highway activities and is viewed as a forerunner of Nation-wide p trucking operations by this subsidiary of the class 1 roads. Belated Liquidation. NEW YORK, April 21 (Special) —In nearly every large brokerage there have been accounts that have had to be sold out lately owing to the ex- haustion of margins. Six months ago the stocks in these accounts were re- garded as amply protected, but with the latest. decline, which has strikingly af- fected many of the leading industrial, public utility and railroad issues, mar- gins have dropped to a point where there is no protection lefi to the broker. This has involved some heavy liquidation. It has resulted in the wiping out of prac- tically all the profits of men who made large fortunes in the rise of 1928 and 1929 Those accounts that have gone through the April decline intact now appear to be as strongly margined as the others which were equally well margined last December. The wholesale price index of the National Fertilizer Association ad- vanced during the week ended April 16 for the second consecutive period on the strength of higher prices in a relatively small number of important items. 1 The index, which is based on 476 individual quotations representing 1926- 28 prices as 100, now stands at 62.3, as compared with 62.2 the previous week and with 73.2 & year ago. During the latest weck 4 of the 14 main groups comprising the list ad- vanced and 5 declined. The advancing groups were grains, feeds and live stock, building materials, fuel, includ- ing petroleum and its_products, and fertilizer materials. Those declining were fats and oils, foods, metals, agri- cultural implements and mixed fer- tilizers. Sixteen individual commodity prices were higher during the week, while 33 receded, with practically all of the ad- vances being in the groups of heavily weighted commodities. Included in the list were wheat, cotton, lard, flour, cat- tle, petroleum, gasoline, sulphate of ammonia and coffee. Among the com- modities showing price losses were eggs, potatoes, bread, hogs, tin, silver, calfskin, burlap, silk, wool and mixed fertilizers. Foreign Bank Rates. NEW YORK, April 21 (Special) — The Bank of the Netherlands has re- duced its discount rate from 3 to 2% per cent, which puts it on the same basis as that of France. Switzerland still has the distinction of quoting the minimum re ue - abundance oglulu.nda in the Swiss banks for the account of capitalists and in- stitutions in other countries. The Bank of Finland reduced its rate from 7 per cent to 6i2 per cent, which places it on the same basis as Spain. The highest rate in Europe now is that of Greece, 11 per cent, with Hungary quoting 8 per cent and Austria 7 per cent.
