B—14 #% NAVY YARD WORK PROSPECTS BRIGHT Acting Secretary Jahncke Sees Improvement of Conditions Here. Optimism was registered today in an announcement by the acting secretary of the Navy, Ernest Lee Jahncke, that a slight pick-up In work at the Wash- ington Navy Yard is in prospect. This condition prevalls pretty generally ove the country at the various navy yards he said, as the Navy has endeavored to ordnance work in conjunction with new construction in the service. Mr. Jahncke asserted that this au- gured well for the local yard, as it indicates that now, as far as can be |seen. there will be no curtailment in employment of personned at Washing- ton at present. Admiral William V. Pratt, chief of naval operations, said today that the Navy has received no orders to cut its appropriations 10 per cent. The de- partment, he revealed, is making number of studies relating both to equipment and personnel as a precau- tionary measure to fit in with any new fiscal policy that may be adopted. Mr. Jahncke revealed that both at the Philadelphia Navy Yard and at Norfolk the civillan personnel has reached the peak limit of 3,600 men each. Officials at those yards have been | pushing the department to permit them | to go above this mark. Construction of the new cruiser Minneapolis, at Phila- | delphia, and the modernization of the battleships at Norfolk have brought about the increased work there. Bolt Kills Golfer and Caddie. ANNAPOLIS, Md., March 30.—Un- official reports here point to the annual iMidshlpmen‘s cruise being held in two installments. The cruise will also be curtailed in the interest of econom: Instead of visiting Europe, the Mid- | shipmen will confine their voyage to American waters, visiting the Pacific Ci oast. Under reports only the U. 8. 8. Wyo- ming will be used, half of the Midship- men making a cruise early in the Suym- mer and the other half in time to re- turn here for the beginning of the new term. There were 1,500 Midship- men on the cruise to Copenhagen, Bar- celona, Portsmouth, Cork and other Eurcpean ports last vear. Less than 1,000 are expected to make the voyage this year. Instruction In Flying. It is likely that the present youngster class will remain here this Summer for preliminary aviation instruction in ac- cordance with the policy of the past several years. The first class, of course, D. €, WaicownY, will be graduated, but under existing conditions it is doubtful that many will remain in the Navy, as Congress to date failed to provide commissions. h“E‘xisi(an vacancies in the line of angle the Navy provide only commissions for the star men of the class to be uated this June. While a bill thorizing the commissioning of tI midshipmen has passed the House of Representatives, a decided fight is an- ticipated when the measure comes on the fioor of the Senate, where Senator Millard E. Tydings, Democrat, and other Marylanders will lead the fight to give the graduating class commissions. ‘While opposition to the bill is voiced on several grounds, the principal of ' which is economy, there is also a claim Misie that there aren't sufficient ships in the Navy to accommodate the officers if they are commissioned. Proponents of the measure expect to disprove this e. If the midshipmen are not commis- sioned they will receive nearly $2,000 and an honorable discharge. Some Con- e gressmen hold that in view of the stu- dents being prepared for a profession together with nearly $2000 to aid them in the quest of a position that they are not being treated badly. Others hold that it would be fairer to appoint fewer midshipmen, in fact, only the number that can be commissioned. Report is rife that the incoming plebe ¢l . this Summer and Fall will be small.
