RICHMOND, Va, March 9—The ‘major prohibition amendment bill of the session, which already had passed the House, was advanced to engross- ] bile used to transport liquor without | the owner's knowledge. An amendment offered by Senator George W. Layman, author of the State’s prohibition law, would require explanation from the ' transporter of less than a quart of liquor where he obtained it. A number of other amendments were | offered by Senator Layman, but all were rejected. One of these would have allowed a commonwealth’s at- torney a fee of $25 instead of $10 'where a car was confiscated. An amendment by Senator Robert Gil-| liam would have reduced the fine for a person of good character found with less than a pint of liquor to $10.
