By the Associated Press LONDON, January 8. — Dictatorial powers for control of the British liquor trade by a national board of commissioners divorced as far as pos- sible from Parliament and the govern- | ment were proposed yesterday in the bulky report of the Royal Licensing Commission which has been studying the problem for two and a half years. During the whole investigation, the report states, no witness suggested pro- hibition as & practical proposal for ap- plication at this time in Great Britain, and the commission did not discuss the merits or demerits of prohibition The main proposals of the report are: Creation of & powerful national licens- ing commission; experimental expan- sion of state ownership of public houses; more rapid reduction in the number of licenses; effective control of clubs, and a general closing time of | Actress Returns to Pictures First |ture work for the first time since 10 pm. Hotels Held Antiquated. “A majority of the hotels throughout the cuunjtry :’re out of date,” says the report, “accommodations are unattrac- tive and the catering is primitive. This has been & neglected industry and it is hopeless to expect any large increase in the number of foreign visitors ‘unless the hotels are radically reformed.” The commission warns the public not to believe all they read in liquor ad- i vertisements, asserting that although they cost $10,000,000 a year, many of them “contain statements which amount to palpable scientific untruths.” The report will go to Parliament, where there will be another long debate.
