* RAIL CREDIT POOL | INANCIAL POLICY 15 STATED Common Sense to Rule in Granting of Loans, Says Chairman. CHAS. P. SHAEFFER, Associated Press Business Writer. Common sense fitted needs, rather than any hard-and-fast business or banking principles, will guide the administration of the new Railroad Credit Corporation which has Jjust been organized to distribute the Tailroad pool arising from increased rates. Such was the declaration of E. G. Buckland, chairman of the board of the New" York, New Haven & Hartford car- Tier, who has been named to head the corporation. Mr, Buckland enters his new duties with enthusiasm. He believes that the instrument he has been given to care for railroad needs will prove adequate to meet the situation, and that an amount of $75.000,000 will be sufficient for 1932 on the basis of present busi- ness. The fund arising from the in- creased rates permitted by the Inter- state Commerce Commission will total $125,000,000, it is estimated on the basis of present conditions. ‘Will Indorse Notes. 1t is physically impossible for the corporation to disburse any funds to needy roads before March 21 Under the terms of contracts the amount de- rived from the increase in rates .\lml'.‘ be stated within 40 cais after the mont in which 9t accrues, and shall be paid into the corporation within 10 days after expiration of the 40-day period However, the corporation will in the interim indorse the notes of eligible carriers through written assurances to private lending agencies in cases where the need for funds is immediate. “The corporation can be described fairly as a ‘beneficent tight-wad,’ " said Mr. Buckland. “Beneficent because it was formed for that purpose; tight-wad because the money it will disburse will not be its own funds but rather money belonging to participating members. We shall endeavor to repay every cent of it,” he said Thus far, no requests have been re- ceived by the corporation for aid. A road to be entitled to borrow from the fund must be one which derives not less than 50 per cent of its revenue from freight trafic and which was not in receivership or in default of its fixed charges when the fund was created. ‘Thus, & carrier wishing to borrow from the fund applies to the credit corpora- tion and offers the best security it can for the loan. Whether the loan shall be granted or whether the security offered be acceptable is in the discretion of the Board of Directors of the corporation. It was never intended that the dis- bursement of the pooled surcharges should be a technfcal banking propo- sition because obviously a carrier hav- ing resources on which it could borrow in the regular channels would not be an applicant to the credit corporation. LOUIS, January 1—On applica- tion of the receivers for the Wabash Railway Co. Federal Judge C. B. Davis here yesterday authorized them to piy out of funds in their possession $269.776 interest due today on various under- lying bonds and notes of the company. ‘Walter S. Franklin and Frank C. RENO, Nev., January 1.—With a new six weeks divorce law creating an une precedented rush of the unhappily we Reno’s divorce mill ground out 4,24 divorces during 1931 to establish a record. The previous record was in 1930 when 2,149 divorces were granted. Women for outnumbered the men among_ the _divorce-seekers, County Clerk E. H. Becmer announced today. ‘Women plaintiffs numbered 2,632, while 1,616 complaints were filed by men. Cruelty was still the principal ground for divorce, 2,856 complaints being based on this allegation. LEEWAY, Va., January 1.—Traffic along the Lee Highway wes cut off from Glebe road to Falls Church for nearly two hours this morning as all of the Arlington County fire departments fought a blaze that destroyed a bulld= ing at Leissler’s Nursery near here. The damage was estimated at $3,500. The fire started at 7:15 o'clock, a few 1 minutes after six men who had sleeping quarters there had gone to breakfast in another building a short distance away, When discovered the entire roof was on fire and by the time firemen suce ceeded in laying hose from the nearest fire plug, a quarter of & mile away, the blaze had gained too much headway to save the building. It is thought that the fire started from & stove on the sec= ond floor. A Firemen reported that their work was serfously hampered by the breakage of six lengths of hose. The Board of County Supervisors, which went out of office at midnight, had advertised for bids for 6,000 feet of new hose, but were prevented from making the purchase by reason of an injunction secured in the Cirguit Court, The new county board will be asked'to purchase immediately sufficient hose to replace that found to be defective. The injunction prevent ix;f the purchase of the hose automati= cally expired when the old governing body went out of office.
