MONTEVIDEO, Uruguay, December 15.—Uruguay is understood to be nego- | tiating with Soviet Russia for the pur- ehase of 20,000,000 tons of gasoline, under legislative authority, to create a national gasoline monopoly. Similar negotiations collapsed re- eently because Iuyamtorg, Soviet trad- ing agency, which has been operating in Montevideo since it was expelled from Argentina last July, demanded in- | creased credits for the purchase of Yru- guayan goods as part of the transac- tion. Discussions have been renewed, it wi learned yesterday, Tuyamtorg, which had & governmenta bank credit of approximately $3,000,000 | in Argentina, is understood to be seck- ing a similar credit from Uruguay to | enable it to purchase Uruguayan goods for cash. The Uruguayan Parliament authorized the granting of credit to Iuyamtorg ap- proximating $1,000,000, but simultane- ously required that Russia underbid companies of the United States and England on gasoline. STATE COLLEGE, Pa., December 15. —By magnifying piston rings micro- scopically until they would be big enough to encircle a house, Pennsyl- variia State College engineers have dis- covered where some of the lost power of automobiles escapes. | At this high magnification, the entire ring can not be looked at all at once. No screen is large enough. The ex- amination is made bit by bit until the whole ring has been covered and seen as it would appear with a diameter of about 100 feet. One result is like looking over the cdge of a chasm. There are canyons in some places where the rings are sup- posed to fit tightly egainst the walls | of the piston chamber, Every ring| tested is in standard daily use, and without exception each ring has formed an ellipse instead of a true circle. Elliptical form increases the friction of the rings. These results of preliminary tests ere made public today. They were of the Department of Mechanical En- gineering. Compression leaks, Prof. Everett said, are not even necessarily always on the outside of the rings. The lcaks may pass between rings and the pistons.
