Dowling, pastor of Holy Name Church, in a speech before the quarterly meet- ing of the Society of St. Vincent de Paui Tather Dowling described the Chest as “the most constructive force intro- duced into the community in my time.’ He warned the members not to credit persons who make unfavorable comment concerning the Chest's work. He said every question raised against the Chest could be answered clearly and concise- v by the proper authorities.
