The formal decree provided for the substitution of a six-hour day and a | half hour day and a five-day week in all branches of nationa] economy desir- ing to adopt it, but the extent to which it wilf be applied may not be known for some time. The most significant features of the new system from the workman’s view- point were the abolition of the “unin- terrupted” five-day week. under which every one had one day off in five de- pending on his choice, and the adoption the | of a six-day “interrupted” week, under er- which national rest days were estab- day, but observers found it impossible | lished for all ‘This means that instead of approxi- mately one-fifth of the entire popula- | tion being free every day in the year. | all will now be entitled to the same day | | off if the system is universally adopted. | The decree stressed that the new | schedule 15 & temporary expedient de- | | signed to avoid the breakage of ma- chinery and the general disorganiza- | tion of work, and that the five-day “uninterrupted” week still was regarded as the basis of Soviet labor, All branches of economy mot directly con- nected with the actual living needs of the people are entitled to adopt the new system. APPEALS COURT RULE ON LOAN SHARK LAW Real Estate Transactions Are Held Not Within Scope in Zirkle Case, The District Court of Appeals yester- day held that the loan shark law has no applicability to loans on real estate and is confined to loans not exceeding $200 on the security of personal property N | made by a person engaged in the busi- | ness of loaning money. The opinion, handed down by Justice Charles H. Robb, reversed a judgment of the Dis- trict Supreme Court awarded to Wil- mer D, Zirkle against Adelaide H. Daly. Zirkle had purchased a second deed of trust note secured on real estate and after foreclosure had sued for a' deflcit remaining after the proceeds of | sale had been credited. The defendant | charged Zirkle had lent the money and | had charged usurious interest for its | use The lower court instructed the | jury that 1if it found the contention of the defendant to be right it should deduct not only all interest payments from the face of the note, but also one-fourth of the principal as provided in the loan shark law. Zirkle appealed. | _The court found that Zirkle, a New York lawyer, only occasionally made investments in second trust notes and could not be called “in the business” of loaning money and that the loan shark law applied only to loans on personal property security " AUTO PARTS | Any Make—Any Model 5000 Cars in Stoek Glasser’s Auto Wrecking Co., 1r-. 2nd and Fla.
