This idea has been carried out suc- cessfully in the Boston Elevated Rail- way Company, the Canadian National Railway and elsewhere, Mr. Eastman amplified. Assuming of Responsibility. Governments, through regulatory eommissions, already have assumed part of the responsibility for utilities, the speaker said, adding that “sound prin- ciples of administration” would sug- gest the assumption of “complete and undivided responsibility,” thereby ma- terially simplifying operation. Eastman disputed the contention that private enmterprise is superior to that in government, or is calculated to give rise to fewer abuses. Admitting deficiencies in govern- ment, he emphasized his experience in this line—in Massachusetts and on the commission—have been “far from dis- couraging.” Vigilantes' Rifles Stolen.
