By the Associated Press. MEXICO CITY, October 22.—A new non-political cabinet, swept clean of generals and politiclans with one ex- ception, took its place in Mexico today to aid in solving a political crisis that brought a shower of resignations and Jéft a two-man government in power for seven days. Gen. Plutarco Elias Calles was the only military man included in the new cabinet, announced suddenly last night. . ‘The big four of the old cabinet, Gens. Almazen, Amaro, Cardenas and Cediloo, are out of the new line-up, which includes three former cabinet ministers in their old posts, and re- places some of the retired ministers with political unknowns. The three who remain are Finance Minister Luls Montes de Oca, Secretary of Industry Aaron Saenz, and Foreign Minister Genaro Estrada. Manuel C. Tellez, former Ambassador to Washington, succeeded Gen. Lazaro Cardenas as Secretary of the Interior, and Chief of the Cabinet. At the same time that he announced the appointment of the new ministers, President Ortiz Rubio named Gen. Augustin Olacheas Governor of the Northern District of Lower California, replacing Carlos Trejoy Lerdo de Tejeda, who is to be given a new post by the Chief Justice. The new Gov- ernor of the Southern District of Lower California will be Juan de Dios Bojorquez, former editor of El Nacional.
