Atterbury, president of the Pennsylvania Railroad, last night called upon his employes to join the man- agement in evolving a plan for stabiliza- tlon of employment and business in the | rallroad industry. Such a plas, although intended pri- marily to solve problems confronting the Pennsylvania Railroad, might be the first step toward national business planning to prevent repetition of eco- | nomic disrupiion, he said. { Favors Swope Plan. | ‘The proposal came, he said, as the result of the scheme for stabilization of | industry outlined Tuesday by Gerard Swope, presicent of the General Elec- tric Co., and is intended to be the first large-scale application of the Swope idea. Gen. Atterbury proposed, other sug- gestions toward solution of the present cconomic problem. Among them were: Repeal by Congress of the capital income tax, “which is responsible for the disappearance of a great deal of real value of property.” Modificaticn of the present anti-trust laws, which prevent the country from properly controlling its production and distribution. McBride of Michigan, & member of the executive staff of the State Department, has been detailed as personal assistant to Secretary St as the successor of Willlam H. Beck of this city, who is to be transferred to the regular Foreign Service and detailed as consul general at Ottawa, Canada. Mr. McBride has had_a long_and varied experience in the Foreign Serv- ice. Educated in this country and Germany, he has served since 1908 in various capacities at Dresden, Bilbao, Spain; Barcelona, Zurich, London, Mon- rovia, Liberia, Warsaw, Malaga and st the State Department. Recently he served as exccutive assistant to Assist- ant Secretary Carr and also as chief clerk of the department since the death of E. J. Ayers a few months ago.
