NEW YORK, September 8.—A de-| crease of more than 20 per cent in expenditures for maintenance by rail- | roads of this cauntry in the first six months of 1931 frem the similar period of 1930 is shown in ¢ compilation by the Standard Statist s Co. of New York, which points - it that railroad | eerning power would Je practically nil in numerous irstances if normal main- | tenance programs were in effect. Traffic and earnings are so low that roads have curtailed maintenance out- Jays over the first half year by amounts ranging from 30.8 per cent for Wabash to 8,4 per cent for Union Pacific. In 18 instances such savings per share were in excess of indicated results on the stock for the full year, notable among which_are such roads as Baltimore & | Ohio, Rock Ieland, Illincis Ceniral, Mis- souri Pacific, New York Central and others. Atchison’s mainierance cut approximated nearly 50 per cent of esti- mated 1931 earnings, while Pennsyl- venia’s, Southern Pacific’s and North- ern Pacific's accounted for even larger propor Twelve of the carriers included saved amounts in excess of the indicated total 1931 balance, after y curtailed maintenance durirg alf. NEW YORK, September 9.—Bond prices slid downward today without much show of resistance, though there were spots of strength in the railroad list following the firming of a few car- rier shares on the stock market. In- dustrials were sagging to new lows all along the line, and, while municipal and prime corporation issues were firm, United States Government long-term bonds dropped from 3-32 to 10-32. The selling of Government issues fol- lowed announcement from Washington that the $800,000,000 Treasury offering of 24-year 3s had been oversubscribed by only $140,559,550. This was & nar- row margin, in the opinion of the Street, and was reflected in a market of 9924-32 bid and 99 30-32 asked for the new 3s. Treasury 4s dropped 10-32, Treasury 4',s about 5-32 and Liberty and other Treasury descriptions were similarly affected. This soflenhgeol the Government market turned aften- fon to municipals, whose prices firm:d slightly. As a result, $4,000,000 of munici als and a small high-grade utility issue were quickly subscribed and applica- tions for a $20,000,000 Federal inter- mediate credit bank issue of 3s, due in 2, 6: 9 and 12 months, were heavy. In the railroad list some issues slip- ped as much as 1’; and 2 points on sales of a few bonds, notably in Nickel Plate 6s, Wabash 4!;s, Baltimore & Ohio convertible 415, Big Four 4!2s and Southern Pacific 4'.s. On the other hand, small fractional gains appeared in Alleghany 5s, Erie consolidated 4s, Erie 5s, Missouri-Pacific 5s, Northern Pacific 3s and 4s and Pennsylvania 4%s. Industrials like Anglo-Chilean Nitrate s, Chile Copper 5s, International Match 5s, International Telephone 5s, Amer- jcan & Forelgn Power 5s and other bonds affected by the uncertainty in the foreign situation declined sharply. Na- tional Steel 5s fell 11> points to a new low. Philadelphia & Reading Coal & Iron 6s were off a point. Hudson Coal 5 lost a point. Forelgn dollar bonds were generally lower. The continued uncertainty over the British situation was reflected in lower quotations for sterling and frac- tional drops in B bonds. The 5'3s listed on the Stock Exchange were off a small fraction and the 4s were quoted at lower levels. German bonds were also lower. The Dawes reparations 7s lost over 2 points and were within a point of their pre. vious low level. The Young plan 5° hovered slightly above their low. Ger- man bank issues. municipals and cor- poration bonds eased. Most Europeans were inactive, but the trend was down- ward. South Americans sold off, with Argentine 65 down a point in response to continued weakness in the exchange | market. Brazilians canceled an early | rise. MANY UNCLAIMED BANK Speclal Dispatch to The Star. NEW YORK, Septcmber 9.—News- papers are publishing lists of unclaimed bank deposits—an intercsting event each year that arises from the pro- visions of the banking law. Wall Strect is always extremely in- terested in these evidences of some- nody's carelessness or indifference. In most cases the amounts are small, rang- ing from a few cents to $5 or so. But there are a number of substantial bal- | ances, unclaimed many of them for a long term of years. and people never {cease to speculate on the stories that | are behind them. Bpecial Dispatch to The Star. ‘ NEW YORK, Scptember 9—In the investment market September is one of the heaviest months of the year in re- gard to interest payments, bond redemp- tions and calls. This year interest paid in September on American corporation bonds, United States Government bonds and foreign dollar bonds will amount to $122,921,946, according to a compilation made by Eund&rd Statistics. This figure alone is & substantial increase over the $143,229,806 paid in August, but the total of redemptions, maturities and calls in the month of September is $774,583,540, compared with only $189,- 346,613 in August.’ Heavy Government maturities due this month have largely been taken care of by the $1.100,000,000 in long-term bonds and certificates of indebtedness sold last week by the Treasury, but the success of those recent issues, the often repeat- ed opinion of astute market observers that money rates are at their bottom, and the substantial interest saving to be effected by conversion may lead Sec~ retary Mellon to do some of the long- term financing incidental to the call of the Liberty loans either this month or next. Callable Dates Near. ‘The Liberty 3':s and first convertible 4%4s_are both callable next vear, and the Liberty fourth 415s in 1933. There are about $6,280.000,000 of the last- named loan outstanding, and if they could be refunded, even in part, on a 3 to 3!4 per cent basis, the sum saved over the five-year period to their ma- turity date would be enormous. Prospects for municipal financing are also good. The paucity of issues during July and August has been accounted for by the usual Summer dullness and the habit of many municipal governments of recessing in those months. This Sum- mer, duving a usually dull period, the talk of increased Federal and State tax- ation caused an acute demand for tax- exempt securities such as good State and city cbligations. But voters only approved a total of $4,044,700 in bond issues during the entire month of August. However, with prime municipals go- ing well at 3.40 to 3.90 per cent -yields, | the volume of new municipal offerings in the next month or so promises to be larger than ever. As a matter of fact, 1931 has been the most active year since 1924 in point of municipal financ- In the eight months ended municipal financing was put out, com- pared to $953,226,658 in the same period of 1930 and $1,064,208,220 in 1924. Decline in August. The immediate future holds little promise for corporate capital and re- funding requirements, of which there is now a tremendous backlog because of the long-continued depression in the new capital market. Corporate issues in August dropped to less than $30,.- 000.000 and these were without excep- But the large amount of money that will seek reinvestment in September and Octo- ber—well over $1,000,000,000—should provide some encouragement for bond emissions by companies that can offer investors atractive yields combined v’ good security. NEW YORK, Scptember 9.—An extra dividend of 25 cents a share, in addi- tion to the regular third quarter divi- dend of 50 cents a share, has been declared by the directors of the Perfect Circle Co., manufacturers of piston rings, it was announced today. Declaration of an extra dividend at this time places the company within the small group of American industrial enterprises which, in this year of acute depression, are not only reporting the highest earnings in history, but are also, on account of sound financial con- ditions, able to pass these larger profits along to shareholders by increasing dti\'idcnd payments on the common stock. Bond Deposit Requested. NEW YORK, Scptember 9 (#)-—A | committee to represent holders of first and refunding mortgage 5 per cent gold bonds, series “A,” of the Florida East | Coast Railway Co.. has sent out & letter | to bondholders requesting deposit of the bonds with J. P. Morgan Co., as de- positary. The railroad defaulted in in- terest payments on the bonds Septem- ber 1. and receivers were appointed for the groperty of the company.
