- BOARD T0 ADIUST - WORK DISPUTES Unions and Emlpoyers in Na- tional Plan to Avoid Building Delays. Organized Jabor and employers of building mechanics in Washington, acting in accord with a mnationol p.%; gram, have set up a board to adju disputes arising between completing groups of building tradesmen over al- Jotment of work among themselves. An important feature of the plan s thtat there shall be no stopping of work on construction operations during the settlement of such disputes. A board of jurisdictional awards has been set up by an agreement between the Washington Building Trades Em- loyers. Association, consisting of the ading local contractors, and the Wash- ington Building Trades Council, cen- tral organization of union building me- chanics. Representatives of both work- men and employers are to sit on the council. Protection to Public. The board of awards is designed to protect the interest of the public by means of bringing about amicable set- tlement of differences as to whether one class of mechanic or another shall have the award of certain class of con- struction work, There have been cases where the owner of a building under construc- tion has suffered losses in interest on his investment while two competing groups fought for the right to do cer- tain classes of work. A similar plan is being put into oper- ation nationally under the sponsorship of the building trades department of the American Federation of Labor and a national organization of building trades employers. Disputes, over the award of work come about largely due to rapidly changing methods of construction and to the overlappang of work that can be done by more than one class of workmen. Formation of & local board has been tnder preparation during the past year. Welfare of All Charles J. Columbus, executive secre- tary of the local building trades em- ployers’ body, outlining the plan this week, said: “Common weifare demands that the owner and architect shall not be embarrassed as a consequence of misunderstanding in which they have played no part.” Several decisions already have been rendered by the board during its brief activity so far. The following rule set- tling a dispute between painter and damp and waterproofers was made: “All strictly waterproofing work as #pplied to exterfor or interior walls in contact with earth or exposed to the weather, shall_be done by the water- proofer. All other work, including sheet metal ducts and pipes, ceilings, beams, s, etc, shall be done by the painter.” In the matter of setting fleld drains, the board recommends thgt a plumber Bupervise the work.
