SHANGHAIL August 3.—Impartial news sources today confirmed Nanking Teports that the rebel forces of Gen. Shih Yu-San, Northern war lord, had been isloated and practically surround- ed by Nationalist and allied armies and were sueing for peace. Chiang Kai-Shek, president of the Nationalist government, was repol however, to have ordered_the uncondi- tional defeat of Shih Yu-San to remove the rebel general from the political and military scene. With Shih Yu-San's rebellion ap- parently on the verge of collapse, the most active threat against Chiang Kai- Shek's primacy and Nanking's claim to rule China seemed to be eliminated. Proves Deciding Factor. A determining factor in the campaign.| ‘was the legions of Shang Chen, war lord of Shansi Province, which swept from the mountain passes to aid Manchurian divisions in completing the isolation of the rebels. Shang Chen’s adhesion to the Nan- king regime recently followed closely the decision of the Nanking government to float a large bond issue “for rehabilita- tion of Shansi provincial currency.” Latest reports indicated the Peiping- Hankow Railway was cleared entirely of Shih Yu-San's forces, who were | operating without definite bases in the region of the Chichow and Shentsheh. The campaign, wherein Nanking's/| adherents mustered more than a quarter million men against the rebels, thus neared its close. This coincided with the closing stages of Chiang Kai- Shek's successful campaign against the Communists in Southern Kiangsi, the majority of whose strongholds were re- duced after bitter fighting. . Bloodless Peace Looms. ‘The two successes against the Shih ‘Yu-San forces and Communists, ac- cording to well informed views, practi- cally nullified the third menace to Chiang Kai-Shek’s ascendency, the Canton secession. ‘Thus far there were no signs of Can- ton's threatened northward drive and it was not believed it was likely in view of the reverses of Canton's Northern allies. There also was strong evidence that Canton’s attempts to enlist Japan’s aid, rebuffed by Tokio’s cautious policy of non-interference, would cause Canton to seek to negotiate a bicodless peace with Nanking. FARM BOARD FACES GRAPE LOAN PLEA Federal Action Expected This Week on Request for $6,000,000 From California. By the Associated Press. The question of loans to the Cali- fornia grape industry for assistance in marketing the 1931 crop probably will be settled this week by the Farm Board. The Grape Control Board originally sought $14,000,000, of which $9,000,000 was to be furnished by the board. The remainder was to be supplied by inter- mediate credit banks. Heat damage early in July, however, seriously reduced the prospective crop and the amount required to operate a raisin pool for controlling the surplus. It was understood the loan now asked irom the board is in the neighborhood of $6,000,000. An extension of cradit and loan of about $350,000 has been agreed upon for the Sun Maid Raisin Co., the mar- keting agency. ‘The Fruit Industries, Ltd., manufac- turers of a grape concentrate, would share in the board leans. TUCKER TRIAL IN DEATH OF CHINESE UNDECIDED American Missionary Is Free After Surrender to U. S.—Execu- tion Demanded. By the Associated Press. SHANGHAI, August 3.—George Sel- lett, prosecuting attorney of the United States Court”for China, saic today he had not decided whether to prosecute Dr. Francis F. Tucker, American mis- sionary accused of fatally shooting a Chinese employ of a Tehchow mission hospital. Sellett had just returned from Tsi- panfu, where he investigated the case. Dr. Tucker remained free at Tsinanfu in care of the American consul. A medical missionary in China 29 years, the physician said he shot the Chi- ‘nese in the belief he was a burglar.
