(Continued Prom First Page.) suggested by the Treasurv officlals. This makes the difference betweerh th2 net southwest siteand the authorized northwest site even greater. ‘The southwest site suggested by the Treasury is bounded on the north by Maryland avenue and Constitution avenue or B street; on the south by D street and Virginia avenue; on the east by Second street and on the west by Seventh street. This has a total assessed value of but $1,765,860. Not Actual Costs, The figures cited here, of course, are not statements of what the actual cost of either of the tow sites will be, be- cause, while the assessments are on the basis of adjudged full value, experience has shown a difference between as- sessed values and private contract pur- chase prices and the awards made by condemnation juries. Also, it should be remembered that a considerable portion of the north: west site, below New York avenue, lected by the Public Buildings Com:- mission for the War-Navy Buildings, ialready has been purchased by the i Government, greatly reducing the addi- tional outlay. But, if such public lands are to be included in the War- Navy site, their cost, of course, would ble written into the book cost of the site. Opponents of the northwest site con- tend that the area selected south of New York avenue will prove to be not | | sufficiently large to accommodate the needs of both the War and Navy De- partments. Shortly after the selection of the northwest site was announced by the Public Buildings Commission, members of that body confirmed reports that expansion of the project there in future years would call for acquisition of extra area to the north of New York avenue, north to E street and between Nine- teenth and Twenty-first streets. This would include the Washington Audi- torium, built at a cost of nearly $1,000,000. Includes Buildings. Tt also should be borne in mind that assessed valuations placed on property owned by the Government are not legal in effect since Federal property is tax exempt. The figures are compiled and | | carried into the total only to give an evidence of the value of the portions of the sites already acquired by the Government. Also, some of these Government par- cels are improved by old and “tem- porary” Government buildings whi are given a value in the “assessmen figures but which are doomed to be razed as soon as the Government no longer bas use for them. The question of the War-Navy Build- ings site has been a difficult problem and after_long and careful considera- tion the Public Buildings Commission decided on the northwest area. The commission is empowered by Congress to name sites for Federal Only semi-detached home in city for $7,850 -in garage, tile bath and shower. Six rooms, bui Hardwood floors, linoleum kitchen. A queer frame house, once a three-|’ story, three-room structure, on an 11- by-15-foot foundation at 4276 Orchard street, Philadelphia, will be the mecca in the councils of America’s $9,000,000,- 000 building and loan business this Summer. The United States Building and Loan League is arranging for a series of special bus tripssto this site as a feature of its centennial conven- tion in Philadelphia, August 11-14. The purchase of ®this particular house, according to R. Holtby Myers, Los Angeles, president of the league, was_ the first home-buying transaction made possible by a building and loan association in the United States. A loan was made in 1831 by the Oxford Provident Building Association of Phila- delphia County to Comly Rich, a lamp- Hghter in Frankford, then a suburb, now a part of Philadelphia. The assoclation was only a few weeks old. ‘The lamplighter found himself short $244 of the price asked for the Orchard street house, which he wanted for a home, and the Oxford Provident, organ- ized by the town’s leading citizens to finance homes for its members, came o his rescue. It s the anniversary of this first association and its first loan which the league convention with com- memorate. The league convention trip to the Frankford district will include a stop- over at the Franklin Historical Soclety, | where the by-laws, ledgers and articles | of the Oxford Provident association are | kept, together with the first treasurer's beok and the first minute book.
