HAVANA, May 22.—Order reigned throughout Cuba today after 24 hours of uncertainty which threatened to bring about a national crisis. Rumors of revolutionary uprisings in Oriente province, where tension has been high for more than a month, due chiefly to the alleged brutality of mili- tary authoritics, caused general concern until- it was ascertained that rumors were exaggerated.
