ANNAPOLIS, Md, March 16.—Elec- tions Committees of both houses were prepared today to submit to their respective branches recommendations that all three contests for seats in the General Assembly be thrown out. A final vote on the two in the Senate and the drafting of the formal reports werg the only steps of the investiga- tions left to take, Favor Republican Tncumbent. The House committee already has voted to throw out the contest brought by Grafton D. P. Bailey, Democrat, for the seat of James C. Chaney, Repub- lican, from Calvert County. The vote in that committee, overwhe!mingly Democratic in makeup, was unani- mous for the Republican. The formal report was to be drawn up tonight and presented to the House action, probably _tomorrow, the chairman, Lawrence P. Williams, St. Marys County, said. The Senate Elections Committee, which already has reached an unofficial opinion that President Walter J. Mitch- ell and Senator David J. Ward, both | | Democrats, should retain the seats for Charles and Wicomico Counties, also was scheduled to meet tonight and take a final vote and draft its report. Thomas B. R. Mudd contested the election of Senator Mitchell and Wil- liam F. Tilghman that of Senator Ward. Both of the contests, it was said by a member of the Elections Committee of the upper branch, were based on alle- gations which were not proven and for the most part were generally accepted campaign tactics. i Would Affect AlL If the two Senators were unseated on the basis used by the contestants for their cases not a single member of the | Legislature would be entitled to his seat, the committ’e member said. The same thing applied to the Chaney- Beiley contest in the House. Republican members of the Senate committee were said to be in accord with the general belief of the entire committee that there was no cause for unseating either Mitchell or Ward. VETERAN ACTOR DIES FROM HEART AILMENT | James Neill, 70, Played on Stage 28 Years Before Starting Screen Roles. | By the Associated Press. LOS ANGELES, March Neill, 70, veteran actor of the stage and screen, died here yesterday. He was stricken with a heart ailment two weeks ago. : Neill was on the legitimate stage 28 years before beginning motion picture work. At one time he was head of his own stock company, which played mainly in Cincinnati, Ohio; St. and Minneapolis, Minn, and Winni- peg, Canada. He was the husband of Edythe Chapman, character actress, known in film circles as “‘Hollywood's Mother.” The two met in Cincinnati, where Miss Chapman was working in Neill's stock company, and were mar- ried in 1897. Neill first went on the stage in New York in 1883. One of his first major roles was the lead in “The Senator,” produced by Willlam H. Crane.
