FREY HOLDS LOW PAY ‘HARD TIMES’ CAUSE Metal Trades Official Speaks at Meeting of North Capitol Citi- zens’ Association Here. “The fact that wages have failed to keep pace with the wealth produced by industry,” was attributed as being one of the vital reasons for the present unemployment and depression situation, last night by John P. Prey, secretary- treasurer of the Metal Trades Depart- ment of the American Federation of Labor, speaking before the meeting of the North Capitol Citizens' Association last night. Mr. Frey traced the depression to the lack of increase in wages paid to the actual producers of manufactured ar- ticles, and to the increase in the ac- tual output of goods during the past decade. America’s output rmust be largely consumed in this Nation, he pointed out, and without the increase in “real wages” the men who have pro- duced more manufactured goods are un-hl- to buy them, accounting for the surplus. The speaker quoted statistics from the various Government departments in support of his contention. Manufac- turers must have a_market to prosper, he said, but when laborers are not being pald commensurately with what they are able to produce, they are unable to buy any more than formerly, although more is being produced in all lines of manufacture, he contended. PROPOSAL ASKS MINIMUM OF 2 SEATS IN HOUSE Each State would have a minimum of two House seats under a proposal advanced before the House Census Committee yesterday by Representative Gibson, Republican, of Vermont. The Vermonter said his State had authorized him to put forward the pro- posal and to protest against the new ap- portionment, effective March 4. He con- tended that the act of 1929 authoriz- ing automatic redistribution of House representation was enacted without due consideration of its possible results.
