- BILLBOARD GROUP'S AIDE RESIGNS POST Eccleston Woman Quits Of- fice With Federated Garden Clubs of Maryland. @pecial Dispatch to The Star. BALTIMORE, February 18.— Mrs. Edward H. McKeon, of Eccleston, Md., | has resigned as chairman of the Bill- board Restriction Committec of ~the Federated Gerden Clubs of Maryland, due to the press of other matters. Her resignation has been tendered to Mrs. Duncan K. Brent, president, but has not been accepted by members of the board. They are trying to pre- vail upon Mrs. McKeon to Tetain the chairmanship of the committee. This she has consented to do, it is under- stood, but only until a new chairman is appointed. Mrs. McKeon said that she felt she | had “laid the foundations for the and had made the people of Mar: billboard-ccnscious,” and that it was * now time for someone else to carry on. She began her campaign of opposi- tion to_billboards and signposts along | the highways of Maryland a year ago, when she accepted the chairmanship of the Billboard Restriction Committee. The green sticker devised by her, ad- vocating the preservation of roadside beauty and urging that preference be given to products not advertised on the landscape, was the first of its kind used in the State. Maryland, she said, was the first State to have such a method of getting its slogans against billboard advertising across. The movement has since received the backing of a number of organizations throughout Maryland and the bill. to be presented to the Legislature this cur- rent session, is being sponsored by the Southern Maryland Society, the Garden Clubs of Maryland, the Civic Leagu: the Maryland League of Women Voters, | the Eastern High School Alumnae As- eociation and the Council of Jewish | ‘Women. It provides that all outdoor adver- tising companies operating in Maryland shall pay an annual license of $200 and 8 separate annual permit must be ob- tained for each billboard erected within 500 feet of a public highway, at the rate of 3 cents per square foot of bill- board area. Supervision of the licens- ing of outdoor advertising companies is placed with the State Roads Commis= sion and permits may be withheld by the Commission if the projected bill- board constitutes a menace to public | safety. Club Favors Bill. The Men’s Club of Laurel indorsed the measure on motion of O. B. Hopkins, it was announced by August Millard, secretary. The action was taken after some debate as to whether the organ- ization should place itself on record in regard to legislative proposals, but the matter was considered of such impor- tance as to merit a definite expression of sentiment by the club.
