The unemployment situation in the city was discussed at the meeting of the Executive Committee of the Wash- ington Federation of Churches this week. At the preceding meeting, a special committee to study the subject had been appointed, consisting of R. S. Palmer, chairman; Rev. A. E. Bar- rows, John S. Bennett, E. W. Davis and Mrs. H. M. Kendrick. It was voted to make this a permanent com- mittee of the federation, under the name “Employment and Industrial Re- lations,” also to enlarge the committee 0 & personnel of from 10 to 15, all to be men. A committee is already operat- ing under the Woman's Council, and has hef§dquarters in the same building with the Federal Employment Bureau, with which both committees will co- operate, each working in a different | field. The headquarters of the new | committee will be at the Central Union | Mission. Emphasis on Evangelism. Special emphasis will be laid upon evangelism between now and Easter, under the leadership of the Federation's committee, of which Dr. Chesteen Smith, pastor of the Hamline Methodist Church, is chairman, working through the chairman of the various districts designated for the Kernahan campaign last year, various plans are already under way. One is an exchange of pulpits on the night \of February 22. The series of noonday Lenten serv- ices are being arranged. The chair- man in charge, Dr. John Weidley of the Reformation Lutheran Church, an- nounced that the meetings will begin on March 8, and the speakers will be Dr. Charles R. Brown of Yale University, Dr. C. C. Rasmussen, Dr. J. R. Sizoo and Bishop William P. McDowell. They will be held daily at 12:30 pm. in New York Avenue Presbyteriam Church, Dr. A. R. SPRINGFIELD, Ill, February 14— Judge Harry Edwards was preparing to enter a written decision today which divided victory between the two war- ring factions of the United Mine Work- ers of America. .His cral order was de- livered yesterday in the Sangamon County Circuit Court. While the decision recognized the In- ternational Union of which John L. Lewis is president as the only valid miners’ organization, it permanently en- jolned Mr. Lewis from revoking the charter of the Tllinois district cr from removing heads of the Illinois division from their offices. ‘The decision also approved of the State president, Harry Fishwick's, right to call a convention to discuss union affairs in Springfield last March, but it voided Mr. Fisbwick’s ccntention that the international organization's consti- tution had been annulled with Mr. Lewis' failure to call a convention in 1929. Judge Edwards ruled that the union’s constitution did not expire un- til March 31, 1931, since it continued in force by a referendum. The “reorganized international” or- ganization, formed at the height of the Illinols insurgency with Alexander Howat of Kansas and John H. Walker, former president of the Illinois Federa- tion of Labor, as secretary, was held invalid. Mr. Lewis, the judge ruled. is the rightful head of the union, and Mr. Fishwick is answerable fcr action in the Illinois district, to him.
