TUTION FEE URGED FORNONDL PIPLS Statement of District Board of Education Forwarded to Simmons. The Board of Education is of the opinion that non-resident children should be admitted to the District pub- lic schools only on payment of tuition, and then only if there is adequate room for them. A statement to this effect will be forwarded to Representative Robert G. Simmons of Nebraska, chairman of the | subcommittee, | House Appropriations who requested the board to provide him with an expression of opinion on the non-resident pupil situation in the local schools. Mr. Simmons was told during the recent hearings on the school esti- mates for 1932 that were it not for the 280 non-resident’ pupils in Western High School it would not be necessary to place that institution’s enrollment on a double shift schedule, beginning February 1. He in turn asked Dr. Charles F. Carusi, school board presi- dent, to secure the board’s opinion on the whole matter. Legal Power Investigated. Besides transmitting its views to Mr. Bimmons, the board agreed yesterday to request the corporation counsel of the District for an opinion of the ex- tent to which the school authorities may go under existing legislation in curbing non-resident children’s_attend- ance in District schools. Mr. Simmons also had asked that this opinion be sought. At present children who live in Mary- fand and Virginia may enter Washing- ton schools merely by enrolling. tuition charges are exacted from their parents if the parents work in the Dis-| trict or if they are in the Government service. The local authorities control these non-resident children’s attend- mnce only to the extent of transferring them from one building to another. As a matter of fact, in the case of the ‘Western High School the local authori- ties ruled last month only that no new non-resident children would be ad- children who thus would be barred from ‘Western would be admitted to other lc.h?oll where the congestion is less acute. Tax Consideration Favored. In discussing the situation yester- day the board d that while it was convinced all non-resident children should pay tuition, it was of the opinion that if their parents paid taxes in the District that amount should be counted toward the tuition charge.
