Mr. Wason said the findings of the report either will reduce or will have a tendency to reduce the wages or sal- aries in the Government service, or| have the effect of raising them in the | ! ncn-Government employ. Such a move with regard to the lower-paid employes in the Federal service would be dia-| metrically opposed to the plan for up- ward revision of pay scales to bring under-average employes up to average, as propesed by the Natlonal Federation of Federal Employes, according to Pres- ident Luther Steward of the federation.
