LONDON, January 17.—The Govern- ment yesterday published the text of an electoral reform which, if passed by Parliament, will effect the greatest changes in the British election system since the reform acts of 1832. ‘The basis of the new measure is pro- portional representation, which the Lib- eral party long has fought for. By seek- ing its adoption the Labor party is con- sidered to have made a definite bid for continued Liberal support in maintain- ing the MacDonald government. Alternative Vote Proposed. ‘The chief proposal of the new meas- ure to bring about proportional repre- sentation provides for introduction of the alternative vote, under which voters in constituencies which are being con- tested by three candidates will record their first and second preferences in- stead of voting for one man only as is case at present. Under the system the first counting of the poll is done on the basis of first choice votes only and If one candidate has a clear majority over the combined vote of the other two he is automatic- ally elected as under the present system.
