Glenn Elliott, State adjutant of the Virginia Department of the American Legion, announced today that the recent Legion membership campaign resulted in a total membership in the State Legion posts of 3,820, or an increase of 1,375 over the 2,245 at the same date last year. Posts that equaled or exceeded their respective total memberships of last year by midnight on November 18, when the annual campaign closed, will be awarded the national headquarters “citation for most distinguished service.” The citations will be made at the post officers’ conference to be held on Janu- ary 12. By a Staff Correspondent of The Star. ALEXANDRIA, Va., December 3.— Prospects that the indicated $23,000 in- crease in the tentative 1931 budget over 1930 figures will be reduced until actual figures are but slightly higher than amounts appropriated for this year, is seen following several informal meet- ings of City Council held to go over separately each item of the tentative 1931 figures. Council will meet in. formally again this afternoon to discuss the budget and the revised figures will probably be presented at the regular meeting tomorrow. Additional increases in the police force over and above the addition of six new policemen who were sworn in today which were asked by Police Capt. W. W. Campbell will not be granted by council due to lack of funds, it is said. Capt. Campbell is under- stood to have requested the appoint- ment of a leutenant to be in charge of the force at night lnd of two ad- ditional detective sergea ‘The increased budget !or schools 1is expected to remain as stated in the preliminary _figures. He was a local minister of the United Brethren Church and had filled various pulpits in his active days while engaged at other work. At one time he resided at Westernport where he was a pastor.
