RICHMOND, Va., October 7.—Six in- @ctments, one charging grand larceny .and five charging embezzlement, were yesterday against James P. Jones, former treasurer of the Viiginia Methodist orphanage, by the Richmond Hustings Court grand jury. ‘The grand larceny indictment cLarges Jones with the theft of $37,976.40 of the orphanage’s funds over a five-year period. The five embezzlement bills charge the former treasurer with 30 in- stances of converting orphanage funds to_his own use. ‘Witnesses who appeared on thc case before the grand jury included F L. From the outset of operation under the budget law it was recognized that | Disf the Federal agency should have some one familiar with local affairs to ad- vise it in the work of going over the estimates of the Commissioners. In September, 1921, a few months after the budget law was enacted, Gen. Dawes, the first director, called in former Senator Lawrence Y. Sherman of Illinois, who had been chairman of the Senate District Committee, to assist in reviewing the District estimates that first, year. In recent years F. J. Bailey, a member of the Budget Bureau staff, has been assigned to study the District estimates. Thus the Budget Bureau has always had some one to give special attention to District problems. ‘When the first budget was being pre- pared in the Fall of 1921 and it was decided to seek the aid of former Sen- ator Sherman, Gen. Dawes was quoted as saying: “It is manifest that if the estimates for the District are to be transmitted to the President with any intelligent suggestions as to the necessity and wisdom of the items therein, the director of the budget must be assisted by the impartial advice of one thor- oughly conversant with the business of the District.” Another Finger in the Ple. While this plan of having a mem- ber of the Budget Bureau staff spe- cialize on District matters is a recog- nition of the study required in plan- ning the needs of a municipality, nev- ertheless it demonstrates again how the inclusion of the District government in the 'Federal budget law gave officials outside of the local government juris- diction over purely local questions. This phase of the budget-making process is mentioned, not in any criticism of the men who have worked on the District estimates, but to emphasize that the system itself divides municipal author- ity between local and Federal officials. C, TUESDAY, OCTOBER 17, 1930. ‘The Budget Bureau follows the same plan of having a staff of assistants to ve detailed study to the estimates of various Federal departments. In instances, however, it is a case of one Federal bureau dealing with other Federal bureaus. ‘The budget law directed each depart- ment of the Government to designate some official within the department to act as budget officer in preparing the estimates, subject to revision by the department head before transmittal to the Budget Bureau. ‘The law defined the term “depart- ment or establishment” as including the trict government, and immediately following its passage the Commission- ers designated Maj. Donovan as local budget officer, and he has filled the dual role of auditor and budget officer since that time. Under the budget law the estimates are revised by the department head—in the case of the District, by the Commissioners—after being assem- bled from the chiefs of the various municipal offices by the budget officer. Contact between the Budget Bureau and the District government is maintained lhroufh the local budget officer. Beginning with last year a new fea- ture in budget making was inaugurated at the District Bulldin., der which the heads of the various municipal serv- ices are granted hearings before the Commissioners on their original esti- mates. This plan gives the subordin- ates in charge of each municipal activ- ity an opportunity to explain their needs directly to the heads of the city vernment, and, under the instructions ued By the Budget Bureau this year, there is no tentative limit on what the Commissioners may recommend. There still remains, however, the Budget Bu- reau review of the local estimates.
